City Council Minutes 07-06-1971 SpecialVILLAGE OF MONTICELLO Monticello, Minnesota 55362 July 6, 1971 Special meeting of village Council called to order by Ron Schleif. All councilmen present. Fred Hickman appeared before council in response to letter mailed to Monticello residents using private wells regarding sewer billings. Objection voiced that owners be required to buy meters. Hickman was supported by Ed Sorenson, Maurice Murray. Hazel Kotilinek, Henry `,,lettestad, Ken Larson and George Kaz. Council explained that metering was one alternative, average billing another alternative. Delegates requested that mayor write a re- vised letter that is more exblicit to well owners on record. Council to ouery Thore Meyer to determine if drains are being pro.. vided for drainingâ–º surface areas adjacent to storm sewer area. Council discussed revision in village government. Type B govern_ ment requires approval by election. Discussion that village needs a stronger management program to function more effectively. Questions discussed; should clerk be given more management authority; should manager manage all departments or coordinate. Council must have policy establishment responsibility with management to carry out policy. General consensus to seek administrator and advertise for same. Discussion of police coverage and schedules. Clerk should have schedule of coverage and who is on duty. Motion by Jim Maus, seconded by Walter Markling to request Jean Brouillard to spray for mosquitoes as soon as possible.
