City Council Minutes 02-10-1971t. VILLAGk,'! MONTICELLO Monticello, Minnesota 55362 February 10, 1971 Regular meeting of Village Council called to order at 7:30 P. M. - Feb. P, 1971 by Ron Schleif, Mayor. Councilmen present: Richard Martie, James Maus, William Sandberg, Walter Markling. Staff members present: Richard Hesley, Ron Michaelis, Walter Mack, Gary Pring -le, Bill Elliott, Art McIntire. Minutes of previous meetings were approved as mailed with one exception; e. i.. Fred Topel nominated as representative of Planning Commission to serve on committee to improve library facilities. Motion for approval made by James Maus, seconded by Richard Martie. Carried. Discussion revardin7 publ.ishin-a of minutes of special meetings. Motion by Markling, seconded by Sandberg that proceedings of all. meetings be published. Carried. Discussion to hold two regular meetings each month to reduce necessity of as many special meetings resulted in motion by James Maus to hold second regular meeting on 4th Tuesday of each. month. Regular meetings will be 2nd and 4th Tuesday of each month. Motion seconded by R. Martie. Carried. Maintenance, street and liquor departments had no reports. R. Hesley in- structed.to advise council of any salary changes with Liquor Store personnel. Ron Michaelis reported concern of delay of digging snow away from fire hydrants. Michaelis requested authorization to send two men to firemen's school in spring. Motion by R. Martie to allow $35.00 per day to defray salary loss from job and out of pocket expenses for two men to go to school. Seconded by Walter Markling. Voting in favor: Maus, Markling_, Martie, Schleif. Voting no: Sandberg. Carried. Discussion of salary for R. Michaelis as Civil Defense director. Michaelis wants $100.00 a month as during 1970 as extensive time spent attending meetin7s, reading literature and keeping up with regulations. Council feels salary should be reduced. W. Markling recommended council pursue an investigation with Township to determine if they would share in cost of Civil Defense. Also consider further negotiations with Ron. Walter Markling and Dick Martie appointed to contact Township and study. Action tabled until next meeting. No report from Gary Pringle, attorney or Robert Davis, Planning Commission. Bill Elliott,representing Thore Meyer Engineers, presented ordinance amend- ment to allow sewer charges to be based on usage rather than base fee. Motion by Walter Markling to adopt ordinarsce amendment to include assessment clause to become effective July 1, 1071, seconded by Richard Martie. Carried. Richard Martie made motion that resolution be adopted to establish new sewer rate based on water usap-e. Seconded by Walter Markling. Carried. -2 - Art McIntire presented discussion regarding a snowmobile ordinance. Dick Martie and Jim Maus were appointed to work with McIntire and. Gary Pringle to determine need and develop a snowmobile ordinance. Robert Mossford, went through the Liquor Store audit for 1970 in detail with the Council. Walter Markling and Dick Martie reported on their study regarding the request for rate increase by North Central Public Service. Committee recommended that we do not approve their request for rate increase. Clerk and Mayor to write letter. Contract negotiation with Thore Meyer, Engineer, tabled until next meeting. James Maus reported on burning ban ordinance. Ordinance to be developed and incorporated with forthcoming request for bids on a garbage and rubbish dis- posal and Council a,7reed that George Yonak should be paid dump charges for January. Selection of Housing and Redevelopment Authority delayed until next meeting. James Maus made motion that resignation of Lloyd Schnelle from Planning Com - miss -ion be accented, second by Richard Martie. Carried. Lloyd Schnelle has taken position of Village Manager at Granite Falls. Richard Martie made motion to approve bills as presented with exception of one covering purchase of weed killer. Second by Walter Markling. Carried. Liquor Fund -- $22,187.66; Administrative -- $1,722.96; Police -- $19988.90; Water -- $5,831.46; Sewer -- $1,653.00; Street -- $2 407.37; Fire -- $75.00; Park -- $411.81; General Services -- 11,864.69. Adjournment at 11:40 P. M. by motion.
