City Council Minutes 05-02-1972 SpecialVILLAGE OF MONTICELLO Monticello, Minnesota 55362 May 2, 1972 Special meeting of Village Council - May 2, 1972 - Village Hall. Meeting called to order at 7:30 P. M. by Bill Sandberg, Mayor. Councilmen present: Dan Plonigen, halt Markl.ing, Jeff Rowan and Dick Martie. Absent: None. Bill Elliott, engineer also attended. Discussion on assessment on storm sewer placement done in 1971 to meet bond requirements that 204 of vil.lae7e costs be assessed to benefitted pronerty. Thore Meyer to nrenare schedule of bene. fitted nrooerty owners and nronose assessment ratio. Council will set assessment hearinL7 at later meeting. Motion by Bill Sandberg that council request engineers to prepare survey of benefitted property owners for assessment purposes.' Seconded by salt Markl.ing. Carried -- all in favor. Property owners from S. W. Monticello participated in discussion for utilities service. Attending were Charles Stumpf, Ronald Ruff, C. B. Christianson, Ken Belgarde, Mrs. John Witchen and Andrew Witschen, Don weben of Skelly Oil and Larry Krenz, Frank Kane and Ernie Hartwig. Motion by Walter Ma.rkling that we direct engineers to draw up specs for sewer service on 6th Street from Linn to Locust, on Locust from 6th to 7th, on 7th from Locust to Cedar and for water service on Locust from 6th to 7th and on 7th from Locust to Cedar. Seconded by Dan Blonigen. Carried - all in favor. Frank Kane raised question on street availability to this same area. Further discussion revealed that Larry Krenz, Skelly Oil and Ernie X Hartwig are not likely to wild this year on 7th St. . Motion by Walter Miarkling to rescind previous motion. Second by Dan Blonigen. Carried - all in favor. Motion by Jeff Rowan to extend sewer service from Linn to Locust on 6th St. Seconded by Dan Bloni;-Pen. Carried - all in favor. Clerk to nrenare petition to have nroperty owners benefitted to request service for assessment. Estimate at 14500.00. Discussion regarding =mradin;► streets and maintenance of streets revealed that East-14est streets should receive uriority for repair. Motion by Bill Sandberg to direct village engineers to direct letter to Standard Contracting and Barbarossa & Sons to request immediate action in restoration of streets including comnaction, damaged during construction. Seconded by Jeff Rowan. Carried all in favor. Special meeting of Villaae Council - May 2, 1972 Page 2 Motion by Dick Martie, seconded by Walt Mark!_ing to direct eng_ ineers to draw glans and specifications with 100% compaction, with eomDaction test at random - once every 100 ft. for full north half Third Street from South Elm St. on west to Washington St. on east and. East Cedar Street from River St. to East 4th St. Specifications to inc ude 1a" raver laid mat. Carried - all in favor. Set up special meeting of Tillage Council to meet with Bridgewater to go over above specifications on 3rd St. Walter Markling reported on conversation with Bruce Rasmussen that Attorney Pringle should coordinate with Attorney General's office and file a brief. Motion by Richard Martie to allow Pringle to initiate brief and co- ordinate with District Court and Attorney General. Seconded by Dan Blonigen. Carried. In favor: Martie, Markling, Rowan, Blonigen.
