A special meeting of the City Council was h ld for the purpose of discussing general
items as brought forward by Council memb rs. Items discussed were as follows:
1. Chief Building Official Fred Patch re 'ewed the City's blight ordinance and
general policies.
2. Assistant Administrator Jeff O'Neill eviewed the current and upcoming
improvement projects.

Ron Bray of WSB & Associate reviewed the proposed schedule and
shared funding between MN OT and the City for the Highway 25
improvement project. Constru tion cost for the project was estimated
at $3,998,158, not including i irect or right-of-way costs. It was
noted that MN/DOT will be f1 ding the $800,000 interchange project,
the access for Monticello Ford, and the relocation of the commuter lot
which is proposed for the area west of School Boulevard.
City Engineer Bret Weiss revi wed the estimated cost summary and
distribution for street constru tion, utility improvements, storm sewer,
and pathway, which totaled $ ,725,700.
AFTER DISCUSSION, A MOTIO WAS MADE BY BRUCE THIELEN AND
SECONDED BY CLINT HERBS TO ADOPT A RESOLUTION ACCEPTING
THE FEASIBILITY STUDY AN CALLING FOR A PUBLIC HEARING ON

Assistant Administrator Jeff 'Neill reported that the 90-acre parcel
between Oakwood Drive and est County Road 39 appears to have
potential for industrial develo ment but does not have immediate
access to utilities. Upgrading he utility system to serve the site would
require crossing 1-94 and may equire extension of a line with greater
capacity from the lift station. ompletion of a feasibility study would
provide the information essen . al for preparation of a plan to finance
the development of industrial ses in the area.

Council reviewed the park she ter reservation policy and discussed the
proposed fees for residents an non-residents to reserve the park
shelters. It was noted that a t ly of 1997 shelter reservations showed
more non-residents reserving he shelters than city residents. In
addition, the Parks Commissi n anticipated that the fees would cover
the cost of additional mainten nce in the parks.

Liquor Store Manager Joe Hartman r viewed the 1997 year-end financial
report, which showed an increase in t tal sales of 5.3% to $1,952,000. It was
estimated that total sales should exce d $2 million in 1998.
No action was taken by the Council.
The Orderly Annexation Board establ' shed by the City Council and
Township Board requires a total offi e members, two of which must be
appointed by the City Council. Mayo Fair volunteered to remain on the
OAA Board and suggested that a me ber of the Planning Commission also
be appointed since the Board reviews planning issues.

Assistant Administrator Jeff O'Neill equested that Council approve the
formation of a community center des gn small group with representatives
from the HRA, MCP, and City Coun il. The small group would meet weekly
and provide the architect with direct input on design decisions as plans are
developed. Input and approvals fro the group would require subsequent
approval from the HRA and City Co ncil. A special meeting of the City
Council was tentatively scheduled fi 4:30 p.m., May 4, 1998, at which time a
refined version of the project would e presented to the community and
Council would consider approving t e project and authorizing preparation of
plans and specifications.

The Monticello Lions Club will again be pro iding the concession services for the Ducks
Unlimited Banquet scheduled for May 4, 19 8 at the Monticello Roller Rink and will also
be serving concessions at the Arts and Craft Expo along with the Riverfest Celebration
scheduled for July 11 and 12, 1998 in Elliso Park. For the last 2 years, the Council has
issued a one-day temporary on-sale liquor li ense for both events that allowed the Lions
Club to sell strong beer and wine coolers at II three events, and also approved a set-up
license for the Ducks Unlimited Banquet. P ior to 1996, the Lions Club had only been
issued a non-intoxicating beer license, but S ate Statutes now allow cities to issue
temporary one-day liquor licenses.
The Council also decided to keep the daily fi eat $10, which was the same for a non-
intoxicating beer license. The set-up license for a one-day event has remained at $25.
B. ALTERNATIVE ACTIONS
Council could approve the issuance f a temporary on-sale liquor license to the
Monticello Lions Club for the Duck Unlimited Banquet scheduled for May 4, the
Arts and Crafts Expo in Ellison Par on July 11, and Riverfest Celebration on July
12. In addition, the approval will ow a set-up license for the Ducks Unlimited
Banquet.
1.
This approval should be contingent pon the Lions Club providing proper proof of
liability insurance coverage and con ingent upon payment of the required fee.
2. Deny the license request.

extension of Marvin Road. (J.D.)
The city has received petitions from Stuart oglund and Kirk Kjellberg for improvements
to Marvin Road planned in the future in conj nction with the Hwy 25/Chelsea Road
intersection realignment. As you may know,.Marvin Road will become the future
alignment of Chelsea Road as it extends fro the new intersection at Chelsea and
Highway 25. A number of property owners the area west of Highway 25 are very
concerned about the potential impacts of th realignment on their property. Specifically
Dean Carlson of D & D Bus, Jeff Michaelis f Gould Chevrolet, and others have indicated
that they would prefer to see Chelsea Road xtended in conjunction with the realignment
of the Highway 25/Chelsea Road intersectio and not at a distant point in the future. The
alternative to extending Chelsea Road thrOll h the Marvin Road right-of-way is to use the
Sandberg Road right-of-way connecting to akwood Drive. It is the view of a group of
landowners in the area that this second alter ative is not desirable, therefore they would
like to have Chelsea Road completed throu h the Marvin Road right-of-way in
conjunction with the realignment of the Ch lsea intersection.
The city has received petitions from Kirk K ellberg and Stuart Hoglund for these
improvements. The two property owners t gether encompass more than 35% of the total
land area affected by the Marvin Road impr vements.
It is the view of city staff that it is not appr priate to require that the petitioners provide
deposit for this feasibility study due to the act that the need for the study stemmed from
the city's action to realign the Chelsea Roa /Highway 25 intersection. It is, therefore, our
view that the city should be responsible for funding the feasibility study.
B. ALTERNATIVE ACTIONS:
1. Motion to adopt resolution accept" g petitions and authorizing preparation of
feasibility study for extension of C else a Road through the Marvin Road right-of-
way as identified in the Highway 2 plans.
2. Motion to deny authorizing prepar tion of feasibility study for extension of
Chelsea Road through the Marvin oad right-of-way as identified in the Highway
25 plans.

the future industrial area west of Oakwood rive.

REFERENCE AND BA
The City has received a petition from Jerry athwig to extend Chelsea Road from County
Road 117 to Cedar Street. Mathwig owns a the land on the south side of the proposed
road extension and has also provided a chec in the amount of $3,500 to cover the cost of
the study. These funds will be returned to athwig at such time that the project is
authorized. The petition represents over 35 of the affected property owners, therefore
the City Council should move forward and uthorize the feasibility study as proposed. It is
expected that this study will be completed' sufficient time to enable the public hearing on
the project to coincide with the Highway 25 public hearing slated for May 26, 1998. At
the May 11 meeting of the City Council, Co ncil will be reviewing the feasibility study and
associated financing options and will, at tha time, be requested to call for a public hearing
on the project.
B. ALTERNATIVE ACTIONS:
1.
Approve resolution accepting the p tition and authorizing completion of the
feasibility study for Chelsea Road tween County Road 117 and Cedar Street.
The study is to include storm sewer sanitary sewer, and water main facilities as
well.
2. Motion to deny accepting the petiti n and authorizing completion of the feasibility
study for Chelsea Road between C unty Road 117 and Cedar Street.

Staff recommends alternative one which is to accept the petition and authorize the
feasibility study. Information contained wi hin the feasibility study is necessary to prepare
a finance plan for supporting the develop nt of an important section of road that is

Mr. Glen Posusta of Amax Self Storage, L C is proposing to amend the existing
conditional use permit 93-017 to add three uildings to the site currently serving Amax
Self Storage. Two of the proposed buildin s are 3960 square feet in area each, and are
intended only for indoor storage purposes. The third building is to provide 3668 square
feet of office space and 2620 square feet of indoor storage space.
In addition to the proposed buildings, a fen e is proposed to surround the entire property
with the exception of the area in front of th proposed offices toward Dundas Road.
Commercial storage contained entirely wit . a building is a conditional use in the B-3,
Highway Business District (See Exhibit A). The commercial office is a permitted use and,
in this case, accessory to the principal use.

Staff has reviewed the site plan proposed y the applicant (See Exhibit C). The site plan
as proposed meets all requirements of city rdinances with exception of the following:
1. The office building must be provide with at least 21 parking stalls. Only 14
parking stalls plus one handicap ace ss aisle are provided by the proposed plan.
2. The fence is proposed to be constr cted of masonry and wrought iron/steel along
Dundas Road; however, the balanc of the fence is proposed to be chain link with
three strands of barbed wire on top. (Separate variance petition to be addressed
by City Council at April 27 meetin . It was denied by Planning Commission
and will be appealed to City Coun it at 4/27/98 meeting.)
Mr. Posusta has agreed to redesign the site plan to accommodate additional parking and
improve on site traffic flow (See attached evised Site Plan -- Exhibit D). The City
Engineer has recommended that only one a cess be permitted off of Dundas Road. The
relocation of the street access to the center of the parking area and relocation of the gate
into the storage area will accommodate bo h the needs of Amax Self Storage and the City.

Site Description
The Shermer site is approximately 33.6 acr s of rolling terrain, primarily comprised of
fallow agricultural fields and remnant woo s on the northeastern boundary. According to
the survey, there are two wetlands on the s te. The site is triangular in shape, bordered on
the northeast by Interstate #94 and the rail oad, on the south by a power line easement,
and on the west by Meadow Oaks 2nd Ad ition.
Land Use Designation
Currently the site is outside of City limits. owever, in accordance with the
Comprehensive Plan, the site will be held t Single Family Residential Standards (R-l) for
the purpose of preliminary plan review. An exation may be proposed pursuant to the
submittal of the final plat.
Existing Features
The power line easement which straddles t e southern boundary of the site should be more
clearly defmed on the site plan. Flood elev tions of the wetland on the site must be
included on the grading and drainage plan ( hapter 4, p. 2, subd. (B) #6 in the City
Subdivision Ordinance).
Proposed Features
The project consists of 66 single family lot. The minimum lot size requirement of 12,000
square feet (Section 3/22, Subd. A of the ity Subdivision Ordinance) has been met in the
proposed development plan. Lots that are ocated on a curve must have the width of the
lot at the building setback line clearly de no ed (Chapter 4, p.2, #5 in the Subdivision
Ordinance ).
Blocks 1 and 3 slightly exceed the 1320-fo t maximum block length allowed for an R-l
district (Chapter 5, p.l, subd, (A,B) in the ity Subdivision Ordinance). However, it may
not be necessary to correct this as the layo t of the subdivision logically delineates the
location of the blocks. The impact of a blo ks slightly over 1320 feet in this design is
negligible.
The average lot size of 17,778 square feet 's consistent with the abutting property to the
west. The proposed development sites 14 ots against its western boundary, whereas the
abutting property currently sites 16 lots ag . st the same boundary.
Fourteen (14) lots are proposed to abut th southern property against the existing four (4)

properties. These densities correspond wit proposed land uses outlined in the
comprehensive plan.
Proposals to develop this site have been de to the City previously. Since the initial
proposal, several additional suggestions/ch nges have been made.
Issue One
The suggestion which proposed the conne tion of the two eastern most cul-de-sacs with a
road running northwest to southeast was d emed an inferior alternative to the proposed
cul-de-sac version. The current proposal t put in a cul-de-sac the central east-west road
avoids aligning the road over comprornisin grades and conserves a greater amount of
existing vegetation.
Issue Two
The request to include street side sidewalk in the subdivision has been waived by the
City in favor of a pathway system on the s uthern boundary of the property in the power
line easement and along the western bound y of the property. Staff feels that these
independent pathways will serve pedestrian traffic as well as roadside sidewalks in the
case of this proposed development.
Issue Three
The Parks Commission provided significan input on this plat and the park/pathway system
has been designed accordingly. The propo ed plat would cut through an existing park
area from Meadow Oak Drive. The develo er has proposed replacing this park area with
a new park adjacent to lot 1, block 2. That park area has adequate space to accommodate
some smaller hard-court recreation, includ' g tennis and basketball. The plan would rely
on Meadow Oak Park to the west as the pr y open space area. As a replacement park
area, the new proposed park would not off: et the development's park dedication
requirements. Proximity to Meadow Oak ark should be adequate to impose a park
dedication fee in lieu of land on this plat.
The pathways constructed on the south an west sides of the property:
· should be contained within a public ight-of-way at least 20 feet wide and with 10
foot side setbacks.

spaces or logically align with future adjacent pedestrian corridors, open spaces or
loadways. (See Exhibit illustrating he Plat)
are accessed periodically by easeme ts between lots so that the access points to the
trails are not limited to the extreme nds of the property. The pathway access in
the proposed development which c rrently sits between lots six (6) and seven (7)

of block one (1) is one such access oint. However, the access may accommodate
pedestrian movement more effectiv ly if it were aligned with the existing easement
between lots one (1) and eleven (11) in block two (2) of Meadow Oak 2nd
Addition. In addition, a pathway c, nnection from the end of the cul-de-sac
between lots 16 and 17 of block tw should be added to the south street.
Proposed locations of storm water detention/retention basins will sacrifice an excessive
amount of vegetation. Alternate sites and reative design solutions for storm water
detention/retention should be conceived to urtail the excess loss of existing vegetation.
A survey of all significant trees should be p rformed to be added with the project
proposal. Staff recommends that every exis ing tree six (6) inches caliper size or greater
that is removed from the site be replaced s mewhere on the site with a native and
indigenous tree no less than 2.5" caliper fo deciduous trees and no less than 6' for
coniferous trees. This replanting should be ccompanied by a detailed landscape plan
following the requirement outlined in secti n 3 of the City of Monticello Zoning
Ordinance. The 1 to 1 tree planting requir ment is in addition to the requirement set for
individual property owners within the subd vision. The standard landscaping requirements
can be found in section 3 of the City of Mo ticello Zoning Ordinance.

ALTERNATIVE ACTIONS
1. Approve preliminary plat based on he fmding that the proposed land use, with
conditions, is in compliance with th City Comprehensive Land Use Plan and the
City Zoning Ordinance. The condit' ns to this preliminary plat are illustrated in
Exhibit A.
2. Table the preliminary plat based on he finding that the conditions be met and re-
submitted for preliminary plat revie
C. STAFF RECOMMENDATIONS
Staff reconunends that the preliminary plat approved if the conditions meet the intent of
the City of Monticello Comprehensive PIa and Zoning Ordinance. The Planning
Commission conducted a public hearing on this matter and recommends approval of the
preliminary plat contingent on further revie and approval of pathway alignments by city
staff. The developer has reviewed and acc pted the conditions of approvals identified in
Exhibit A.

Following Concept Stage PUD approval, & K Development is requesting Development
Stage PUD and preliminary plat approval or the proposed development of Klein Farms
Estates 3rd Addition. The proposed pre' . ary plat was also considered previously, but
action was tabled pending approval of Devel pment Stage PUD. The development consists
of 34 single family units within eight twin home buildings and five quad unit buildings. The
subject site is located between Farmstea Drive and School Boulevard, adjacent to
Edmonson A venue (County Road 117) an abuts Klein Farms 2nd Addition single family
development to the east. The use is appropria e for the zoning district of the subject property
but requires PUD/CUP approval to acco odate the proposed private street.

Cul-De-Sac. Section 11-5-3 of the subdiv'sion ordinance suggests that cul-de-sac streets
not exceed 600 feet under nonnal conditions. The cul-de-sac proposed for the private street
is approximately 610 feet in length. The ad itionallength can be accommodated within the
PUD flexibility and considered appropria to provide additional green areas between
structures. In conformance with subdivision rdinance requirements, the radius of the private
street cul-de-sac has been expanded to 60 eet. Also, consistent with Concept Plan PUD
approval conditions, the paved area of the c l-de-sac has been expanded from 45 feet to 50
feet. A green space island of 44 feet in diatre er has been provided in the center of the cul-de-
sac, which will be provided with additional andscaping.
Driveways. The Development Stage P D has been revised from Concept Plan PUD
layouts such that all of the proposed units ace ss Farmstead Drive via the private street. This
is different from the Concept Plan that h' Units 1/3 and 33/34 accessing directly from
Farmstead Drive. However, there are seve al issues with the proposed shared driveways:
1. All driveways at the quad units are nly 12 feet wide, which is insufficient for two-

These issues may suggest that the combin tion of structures, as well as the number of
structures may be more than can fit on the site The removal of one or more of the structures
may provide sufficient area to allow the site to be re-oriented to address the issues above.
Setbacks. The proposed Development Sage PUD plan illustrates conformance with all
applicable perimeter setbacks of structures om adjacent properties.
SidewalkslPaths. There is an eight foot wi e bituminous pathway extending from the cul-
de-sac to a connection with existing sid walks adjacent to School Boulevard. This
connection is positive as it provides pedes' access to the east of the site (and park access).
Lots. The proposed development is to e platted in a base lot/unit lot configuration.
Residents will own their unit and directly SUTT unding ground area. The base lot area will be
held in common by an owners' association r sponsible for all groundskeeping maintenance.
Documents establishing the owners' asso iation will be required as part of final PUD
application.
Density. The total area of the parcel is 8. 8 acres. With 34 dwelling units, the resulting
gross density is 3.96 units per acre. When asement and ponding areas are considered, the
resulting net density is 4.92 units per acre The Monticello Comprehensive Plan defmes
densities of five units an acre as mid density. ith the recommendation of staff to reduce the
number of units discussed above, the net de sity can be expected to decrease.
Landscaping. Approval of the PUD Cone pt Plan was based upon the conditions that the
green area around the twin homes be incre sed; the front yards of these units be intensely
landscaped; and the natural drainage area e provided with a mixture of trees, shrubs and
ground cover or grasses that would thr' e in that environment. The intent of these
requirements was to justify granting flexi ility from strict zoning ordinance provisions in
exchange for an enhanced development a d elements intended to mitigate the impact of
reduced performance standards. In cons deration of these requirements, the submitted
landscape plan with minimal planting mateials is inadequate.
The quantities and specifications of plantin materials must be substantially increased prior
to being considered acceptable in exchan e for PUD flexibility. The intensive plantings
required of Klein Farms Estates 1st Addition (Exhibit D) should be considered a model upon
which a landscape plan for this develop nt be created. Intensive landscaping may be
extended beyond the front yards ofthe twin "ts, however, to include the open/drainage area,
cul-de-sac center island, and areas around th quad units. Intensive landscaping of the entire
site may satisfactorily mitigate the impacts of the "tight" site plan as proposed.

Building Plans. The applicant has not provo ed typical building elevations and floor plans
for the proposed structures. These plans shou be provided prior to final plat application and
are subject to review and approval of the Cit Council.
Snow Storage. Due to the intense use of t e subject site, there are limited areas for snow
storage. As a condition of preliminary pI t approval, the applicant will be required to
incorporate a snow removal plan as part of t e owners' association rules and bylaws.
Park Dedication. Park dedication requireme ts applicable to this project have been satisfied
by the dedication of land along Fallon Avenue south of School Boulevard, that was made at
the time Klein Farm~ Estates I st Addition w s approved.
Easements. The City Engineer should proy de comment and recommendation on the need
for easements per the subdivision ordinance equirements.
Parking. The proposed building footprint indicate a two stall garage for each unit. The
driveways adjacent to the units all have a . irnum depth of 20 feet, which is sufficient to
accommodate one vehicle. As such, each u it has four off-street parking stalls.
The proposed width of the private street and ccess drives to the quad units is insufficient to
allow on-street parking due to concern for emergency vehicle access. As such, on-street
parking will be prohibited along the private treets and driveways not directly adjacent to a
garage.
Development Agreement. The applica t will be required to enter into a development
agreement with the City if the final plat is app oved and post all necessary securities that may
be required.
Grading and Drainage. As required b Section 11-4-1, the applicant has submitted a
grading plan for review (Exhibit C). All gra ing, drainage and erosion control plans will be
subject to review and approval of the City ngineer.
Utility Plans. The applicant has submit ed preliminary utility plans in accordance with
Section 11-4-1 of the Subdivision Ordina ceo These plans will be subject to review and
approval of the City Engineer.

suggest an 18 foot wide driveway for the quad units. This dimension would minimally
accommodate two vehicles, and would av id problems where a large gathering results in
overflow parking along the driveway.

As you know, development of design and p oper management of traffic flow from
Highway 25 to 1-94 along Broadway is one of the main priorities identified by Council. A
number of developments between 1-94 and roadway, along with the growing traffic
volume, has created the need to develop a t sk force for the purpose of defining in some
detail how to properly design and manage affic flow on Broadway. The County Highway
Department is encouraging the city to take the lead role in establishing the design for this
roadway. In the letter sent to the city, the C unty Engineer is requesting that a task force
be established made up of local stakeholder. for the purpose of establishing the proper
design. The County suggested that the City Engineer provide the technical leadership in
designing the roadway and also act as the I ad engineer in completing improvements that
have been slated for this roadway to be buil in 1999.
As you may know according to the County s highway plan, CSAH 75 is slated for
upgrades between Washington Street and I 94. A major goal of this task force would be
to design not only the roadway in this area ut also design it in a fashion that will allow it
to link into and integrate with future roadw y design features of Broadway between
Washington Street and Broadway. As you ow according to the Downtown
Redevelopment Plan, it has been suggested that a landscape median be installed down
Broadway with protected turn lanes on bot the left and right side, and possible reduction
in traffic lanes from two to one lane. A maj r goal of this task force would be to develop a
design that will allow driving lanes to be re uced without reducing the capacity of the
road itself. Other issues relating to develop ent of this design are consistency with state
aid standards while meeting the goals of th Comprehensive Plan.

The Count}' Board. at their 3/24/98 meeting, authorize the formation of a task force to proceed with the

on a revised proposal submitted by Mike C . Due to various constraints. the developer

Front Porch Associates. (NAC)
Front Porch Associates has applied for Conditional Use Permit PUD to allow the
construction of 13 townhomes in the are of Elm Street, Vine Street and 5th Street.
The project envisions the following additional property:
. vacation of 5th Street between ine and Elm Streets
. acquisition of Burlington Northern Railroad property north of 5th Street.
. acquisition of one single family h me on Lot 6 at the corner of Vine and 5th.
The applicant has requested City part cipation in the acquisition of the existing
home, as well as direct City action in v eating the street.

The street vacation would provide the a plicant with a significant opportunity to re-
orient the project toward the side str ets, rather than the railroad. Due to the
Burlington Northern railroad tracks on th north side, 5th Street serves only one tier
of lots on the south (the proposed proje t site). It would appear that this section of
5th Street is not critical to any are traffic movements, although we would
recommend additional review by the Cit Engineering staff and the fire department.
This review will proceed based upon a ondition that the applicant is successful in
acquiring the additional property as pr posed.

Zoning. The subject site is zoned PZ- ,Performance Zoning District. This district
would allow for development flexibility nd special design control. The purpose of
this district is also to provide a land use transition between high density residential
land uses and low intensity business I nd uses, as-well as the intermixing of each
such land use. Townhomes are all owe in this district as a Conditional Use Permit
Planned Unit Development. Section 22 1 (D) requires the Planning Commission to
consider the possible adverse effe of the proposed conditional use. The
judgement of the Planning Commission shall be based upon, but not limited to the
following factors:
1. Relationship to municipal Com rehensive Plan.
2. The geographical area involve
3. Whether such use will tend to r actually depreciate the area in which it is
proposed.
4. The character of the surroundi g area.

processing of single phase development occurs in two stages - PUD Development
Plan and PUD Final Plan. The F UD Development Plan of single phase
developments requires substantial corrpliance with Zoning Ordinance provisions
on which the PUD Final Plan will be ba~ ed. If the City Council approves the PUD
Development Plan, the applicant will submit a PUD Final Plan along with the final

Protective Covenants. The applicant has indicated that there will be covenants
in place through the townhome asso iation to ensure adherence to common
standards in the long-run. The covenant will be subject to review and approval by
the City Attorney.
Park Dedication. The City should revi w the proposed development in regard to
appropriate park dedication requirement. All park dedication contributions shall be
paid at the time of final plat approval. However, previous City practice has not

We are beginning the process to develop a parcel of property for the construction of several
townhomes. Based on conversations that I have had with yourself and most recently, Fred Patch,
the type of development process that we are require to pursue is a Planned Unit Development. It
is towards that end that we make this initial applicati n for a Conditional Use Permit to establish
the PUD district within an existing PZM zoned area.
The we that I am referring to above is myself, Mike yr, and Pat Benoit. Together we are Front
A>rch Associates, Ltd. We have recently formed Fr nt Porch for the primary purpose of
'veloping townhome properties. Our stated intenti n is to do this work within the confines of the
"traditional" area of Monticello, if there is such an ar a. Having grown up in this city, I have my
own ideas of what that area is and where we want to be. We are also interested in redeveloping
distressed properties and areas if the opportunities resents themselves.
I have a varied background. I spent the 1980's buil ing custom residences in Monticello and
other communities. I spent the first half of the 1990' in technical sales and project management
with The H-Window Company. Since the 1st of 199 I have been the owner of MLC Building &
Remodeling. MLC does general contracting, primar Iy in commercial remodeling, but some new
homes and residential remodeling as well. My partner Pat is owner of Benoit Drywall, a drywall
contracting company. He has been in the business or many years, with some time off to work in
sales for the F.W. Dodge company, a construction i formation company. Together we possess a
wide variety of skills.
This is our first experience in property development We will be the first to admit our ignorance of
the process required to walk our requests through t e city. However, we are not afraid to ask for
advice and assistance and will do everything we ca to educate ourselves to make this all happen
as smoothly as possible. There is of course an urg ncy to get on with construction so we will be
diligent in our efforts to make this happen as quickl as possible. We intend to provide all of the
information required as we understand it. In turn w hope that city staff and commission members
ere proactive with their advice and assistance for u .

Project
.e are calling this project Elm Street Crossing. It is I cated on the Northeast corner of the
intersection of 5th Street and Elm. The property was i the Gordy Link family for many years, most
recently owned by Trent Coudron. The property consists of Lots 7,8,9 and 10 of Block 8, City of
Monticello. There is a two story, single family home n Lot 6. The garage for that home is
currently on Lot 7. The garage will be moved when have gained city approval for the project.

The 4 lots are contiguous to each other. Lots 7,8 an 9 are full city lots. Lot 10 has been divided
sometime in the past with part of it attached to the lot directly to the south of it. According to John
Simola, there are no services available in 5th Street. e has indicated that it is acceptable and
preferable to connect this project to sewer and water rom Vine Street, which is on the East side of
Lot 6, Block 8. We have procured a tentative easem nt from the owner of Lot 6 ( Coudron ),
allowing us to cross the property with the necessary i provements. The easement is tentative
only inasmuch as we receive city approval for the pr ject, as it is part of our purchase agreement.
Site
We intend to screen the South side of the property w th a privacy fence. There will be some green
area along this fence. We will be planting trees and hrubs to landscape this green area. There
will be green and landscaped areas between the tow homes. The front and West and East end
yards will be seeded or sodded, likely with an under round sprinkler system to maintain the green.
Each townhome will have a sidewalk extending dire Iy to the 5th Street curb.
eive entrances are laid out with Townhome #1 bein accessed directly from Elm Street. The
balance of the Townhomes will be accessed from a rivate drive off of 5th Street, allowing access
to the garages at the rear of the homes. Townhome #1 and #2 are accessed differently from the
rest of the homes because of Lot 10 having been pr viously divided.
The common areas of the development will be maint ined by a Townhome Association. We will
be setting up our own maintenance company to take care of these areas and for building
maintenance.
Design
Our design for the town homes calls for a return to a more traditional concept, with a porch on the
front of the homes to define the new neighborhood. The name of our company grew out of our
desire to construct more traditional style dwellings ith comfortable spaces.) The porches will be
screened, allowing full usage in the mosquito seaso . The homes are single story, include two
bedrooms, 1 'Y2 baths, laundry, living room, dining r om and kitchen with eating nook. There will
be options available for barrier free entry's, with wid interior doors standard and handicapped
accessible bath and kitchen available.
We've designed the interiors of the homes with a bl nd of the traditional and the modern. My
.randparents home in North Minneapolis was a tra itional bungalow style, smaller than our
.wnhome design, yet with comfortable spaces that seemed large. Our living, dining and bedroom
areas reflect this bungalow style. The kitchen was problem in those bungalow designs, and this

is one area in our town homes where modern design i welcomed and utilized, with plenty of space
for cooking, eating and socializing.
'e've placed the garages out back, where they belo g. Garages are utilitarian and seldom add
anything to the design and curb appeal of a home. e realize that on many properties it is
difficult if not impossible to place the garage out of si ht. However, the lay of the land at Elm
Street Crossing lends itself to placing the garages at he back of the buildings and we intend to
take advantage of this.
The exteriors of the homes will be low maintenance, ith maintenance - free soffitt I fascia, siding,
trim and porch materials. There will be covenants in place through the town home association to
ensure adherence to common standards longterm.
All of the homes will have full basements. There will be plumbing rough-ins for a bath in the
basement. We have not planned for bedroom egres in the basements at this time and are
thinking that we will not We feel the basements are important because of the amount of
treasures that people tend to accumulate and need t store and because people generally feel
safer in our wild Minnesota summer storms if they h ve a below ground haven to escape to.
Marketing
We have targeted an expanding market segment as our primary clients for the Elm Street
Crossing townhomes. With the market research tha we've done, we have identified a need for
~w maintenance townhomes by empty nester's, healthy retired and young professionals without
.,ildren. The design of the homes allows one level iving for those that prefer no steps. The
exteriors of the homes will be maintenance free and the common areas will be serviced by a
maintenance company.
We intend to reach our market with a variety of met ods. We will be placing a jobsite sign with a
graphic and a description of the project as soon as e have received our conditional use permit
approval. We will be creating full color brochures t at will be available at the site and for mailing
to prospective clients. We will be targeting some s ecific populations in the Wright and
Sherburne areas for direct mail. We hope to place ds in a free real estate handout that is
available at local businesses. We will also be desc ibing the project and its progress on a web-
site that is currently being developed for MLC Building & Remodeling. The website address is

Our targeted price for one side of one of the twin h mes is $129,900.00. The single townhome
will likely be about $137,900.00. With options chosen by the buyer that we will be offering we are
looking for an average price in the $135K to $140K range. That would place the total sold value
of the project at about $962,500.00.
Sales will be open for real estate brokers and agen s as one time listings. Closings will be
handled via our attorney or a local title company.

A. REFERENCE AND BACKGROU
At the April HRA meeting, the commission rs authorized establishment of TIF District
No. 1-23, an economic district, and reco ended the City and the HRA share the 10%
local match. Allied Companies, Inc., the T F applicant, will construct a 60,000 sq ft
manufacturing facility for lease to Midwest Graphics, Inc. The two-phased project will
create 37 new jobs in two years at an avera e starting pay between $8.00 and $12.00 per
hour. The amount of TIF assistance has n t been determined at this time. Allied
Companies has been requested to provide t e HRA with estimated project costs such as
land acquisition and site improvements (eli ible TIF expenditures) as a starting point for
negotiations.
In preparation of the TIF Plan, the local tch must be addressed. Enclosed is a copy of
the TIF cash flow indicating the projected et tax increment. If the full amount of tax
increment were used, the 10% local match s estimated at $7,790 annually or $70,119 for
the life of the district. If the HRA and City elect not to make the 10% local match, the
City receives a HACA penalty equal to app oximately 30% of the tax increment or
$21,000 annually. Therefore, the HRA rec mmends and requests the City consider a
50/50 split of the 10% local match. The RA commits an annual 5% local match of
$3,895 from the HRA general fund and re , ests the City consider committing an annual
5% local match of $3,895 from the city ge eral fund. The local match must be from non-
restrictive funds for suggested uses such as Chelsea Road realignment, storm sewer
improvement, or industrial reserve fund.
In order for Ehlers & Associates to comple e the TIF Plan for distribution to the county,
school, and hospital and to meet the 30-da notice requirement prior to the anticipated
public hearing and TIF approval by the Cit Council on May 26, 1998, the City Council is
requested to consider the following alterna ive action.

A.
The Church of St. Henry has acquired prope y within the City of Monticello currently zoned
Public/Semi-Public(P/SP). The City of Mo icello Zoning Ordinance requires church facility
uses by conditional use permit in a P/SP dis ict.
Definition of Church
As defmed by the City of Monticello Zonin Ordinance, section 2/8, denoted ICE], a church
is a building, together with its accessory bu' ings and uses, where persons regularly assemble
for religious worship, and which building, t gether with its accessory buildings and uses, is
maintained and controlled by a religious bo y organized to sustain public worship.

Setbacks
Required setbacks for a conditional use in PIPS district are not less that 40 feet for front
yard, not less that 10 feet for side yard whe abutting non-residentially zoned property and
not less than 30 feet for rear yard setbac s (Section 19B/3, subd. C of the City Zoning
Ordinance). The site plan indicates that th se requirements have been met, but they should
be clearly dimensioned on the site plan for ture reference.
Parking
. Driveway access curb openings on public street shall not be located less than forty
feet from one another (Section 3/2 ,subd. (h) of the City Zoning Ordinance).
. No curb cut access shall exceed tw nty-four feet in width. Exceptions to this must
be approved by the City engineer a the Zoning Administrator (Section 3/28, subd.
(f) of the City Zoning Ordinance).
. Slopes in off street parking lots are ot to exceed a five percent (5%) slope (Section
3/28, subd. (I) of the City Zoning dinance).
. Each parking space shall be not Ie s than nine feet wide and twenty feet in length
exclusive of access aisles, and each pace shall be served adequately by access aisles
(Section 3/27, subd. (a) ofthe City Zoning Ordinance).
. For ninety degree parking, a minim m length of 64 feet is required from interlock to
interlock (Section 3/28, subd. (f) 0 the City Zoning Ordinance).

The site plan indicates that the aforemenfoned requirements have been met. However,
dimensioning of these requirements is nee ed for future reference. Note also that the plan
produced by Taylor Land Surveyors cont ins a scale that does not correspond with the
featured plan. Also note that the scale, 1" = 80', submitted by the architects, is not a standard
scale. A site plan should be submitted whic corresponds to a standard engineering scale for
future evaluation.

Church use parking requires that there be at east one parking space for each four seats based
on the design capacity of the main assembl hall (Section 3/33, subd. (8). While a parking
configuration is shown on the plan, staff did ot receive a plan exhibiting the number of seats
that would be designed into the proposed hurch. Without this number, calculating the
required number of parking spaces is not p ssible.
Note also that future parking configuration must include the number of spaces per row of
parking, as well as the number of spaces tot 1 per lot.
Based on the plan submitted, a total of appro' tely 420 parking spaces have been provided.
This would accommodate an assembly s' e seating approximately 1,680 persons. The
building inspector should verify this numbe based upon building capacity.
Landscape Plan
Staff received no plans illustrating the pr posed landscaping for the site. The City of
Monticello Zoning Ordinance section 3/8, s bd. (2) states that detailed landscape plans shall
be required in all cases where site plan ap roval is specified by the zoning ordinance and
subdivision ordinance. The landscape pIa should be based upon the site plan designs
submitted for approval and, to assure clarit , it is required that the plan be produced on a
separate sheet from that containing gradin , drainage, and utility plans. This plan will be
primarily for ornamental and erosion contro purposes. However, it should be submitted for
City review to verify appropriate ground ever and planting of the areas disturbed during
construction of the facility.
Right alWay
Along with this development, the City reque ts the dedication of a right of way for the future
extension and realignment of 7th Street and he future linking of Fallon Avenue to 7th Street
by bridging Interstate #94. A temporary road connecting the existing 7th street to the
proposed church is proposed as an access s bstitute until the construction of the future 7th
Street and Fallon Avenue.
The proposed layout of the church and the alignment of future streets require a plat of the
property, Properties which are not immed' tely used by the church may be subdivided into
separate lots and outlots for future use. It s anticipated that short term acquisition of right
of way will be provided via a temporary asement. The easement will sunset at time of
platting. Platting will occur in conjunction 'th development of the site area slated for senior
housing.
Park
While the current alignment of streets adj cent to the site does not substantially change
existing adjacent land uses, the future alig ent of these streets will segregate portions of the
church property from the larger whole. he future alignment of 7th Street requires the
elimination of park property which abuts th westernmost boundary of the church property,

With the proposed future aligrunents of 7th S eet and Fallon Avenue, it may be advantageous
to consider using the church property (sout west corner) segregated from the larger parcel
by the proposed alignments to replace the ark property that would be consumed by the
realignment of 7th Street.
With the realignment of 7th Street and t e extension of Fallon Avenue complete, the
temporary church access road could be vac ted, leaving the southwest corner of the church
property open for possible park use. Hower, the existing park would not necessarily be
abandoned until 7th Street is constructed. herefore, there should be only a short period
during which park facilities are not availa Ie in the area. The assessment/development
agreement should outline the terms for repl cing the park.
Additional Facilities
It should be noted that related facilities are utlined on the site plan. The future building is
proposed to be an assisted living senior resi ntial project. The designers of the Church have
placed it on the plan for the purposes of fut re planning. However, they have indicated that
this facility will be a future development on the property by others, and are not requesting
approval of that project at this time.
B.
ALTERNATIVE ACTIONS
1. Approve the conditional use permit ased on the finding that the proposed land use
is in compliance with the City of Monticello Comprehensive Plan and Zoning
Ordinance with conditions (See Ex ibit A).
2. Table the request for a conditional u e permit based on the finding that the applicant
should submit finalized plans prior t approval.
C. STAFF RECOMMENDATION
The Planning Commission and city staff re ommends that the request for a conditional use
permit be granted if the conditions meet the intent of the City of Monticello Comprehensive
Plan and Zoning Ordinance. This reco endation is based upon staffs view that the
required revisions to the plans are primarily . or in nature, and will not alter the basic layout
of the project.

The Planning Commission reviewed the attached memo from Steve Grittman
outlining issues relating to develop nt of the hotel relative to the B-3 (Highway
Business) versus CCD (Central Co unity District) zoning district. Placement of
the property in the CCD district wo ld create the requirement for stacked parking
which would eliminate the chance fo a hotel to be developed at this site. The
Planning Commission acted to remo e the subject property from consideration for
placement in the CCD district; there ore, the request presented is for approval of a
concept stage PUD allowing a hot Vretail commercial Planned Unit Development
in a B-3 District. Please review the mo from Grittman regarding the detail of
the site. Information relative to B- versus CCD designation in his memo is for
information only.

A. REFERENCE AND BACKGROUND
Tom and Chuck DuFresne have submi ed plans calling for the construction of an
80 room hotel and two retail buildings upon a 21 acre parcel of land located north
of 1-94 between Minnesota Street (uni proved) and Kmart. To accommodate the
development proposal, the following in tial approvals have been requested:
1. A conditional use permit for a pia ned unit development in the CCD Zoning
District.
2. A conditional use permit for a h tel in the CCD District.
Use Acceptability. In recognition of he City's desire to establish a hotel within
its downtown area, some question axis s whether or not the establishment such a
use upon the subject site is desired i that it may potentially create undesirable
competition to the City's objectives.
If the City feels that a hotel would c nstitute a desirable use of the property,
question exists as to the most appropr ate means of processing the development
proposal. The CCD Zoning District is s ecifically intended to implement the plans
and policies of the Monticello Downt wn Revitalization Plan. In regard to the
allowance of hotels, the district provisi ns specify that principal building coverage
of not less than 50 percent of the property must be maintained. This provision is
intended to establish a pedestrian orientation and avoid expansive on-grade
parking lots. In review of the submitted ite plan (Exhibit B), it is the opinion of staff
that the design objectives of the CCD istrict have not been achieved.
B-3 Zoning District Application. It is also our opinion, however, that the
submitted concept plan is consisten. with the purpose and intent of the B-3,
Highway Business Zoning District. hus, if the use and site plan concept are
viewed as acceptable, we would sugge t that a B-3 zoning designation be retained
for the property and that the developme t be reviewed in comparison to applicable
district standards. Considering that th property in question lies on the periphery
of the CCD District and is bordered on the west by a B-3 District, we feel a B-3
zoning application to the property can be justified.

provisions stipulate that hotel cove rag must not be less than 50 percent of the
property. While this requirement has be n satisfied on the submitted site plan, the
depicted lot lines (in the opinion of our office) have been located simply to satisfy
the ordinance requirements and are n t consistent with the intent and purpose of
the district.
If the City feels that the proposed use of the property is appropriate but that the
intent of the CCD District designation has not been and should be satisfied, we
would recommend denial of the c nditional use permit and planned unit
development concept plan.
If the City feels that the CCD zoning 0 the property is appropriate, revised plans
should be submitted which more clo ely respond to the intent of the district's
establishment.
Plan Submissions. While the site pia submission appears generally consistent
with B-3 District provisions, a com lete concept plan evaluation cannot be
conducted until such time as correspon ing grading and drainage plan information
is submitted. If a B-3 zoning designatio is considered appropriate for the property
in question, it is suggested that action 0 the concept plan be tabled until such time
as additional information is received.
B. ALTERNATIVE ACTIONS

C. STAFF RECOMMENDATION
It is the opinion of our office that the su mitted concept plan submission does not
satisfy the intent of the applicable CCD istrict zoning designation. The plan does,
however, appear to be generally consis ent with the City's B-3, Highway Business
Zoning District requirements. While our ffice believes a B-3 zoning of the site can
be justified, a decision regarding the m st appropriate zoning of the property (and
applicable performance standards) is c nsidered a policy matter to be determined
by City officials.
Should the City feel that the B-3 zo e is appropriate for the site, we would
recommend a tabling of the planned unit development concept plan until such time
as more detailed plans are submitted (Le., drainage plans).
Should the City feel the CCD Zoning Oi trict designation is appropriate, we would
recommend denial of the planned unit d velopment concept as it fails to satisfy the
purpose and intent of the district's est blishment.

A. REFERENCE AND BACKGROU D
City Council is asked to consider accepting the alignment alternative prepared jointly by
the St Henry's church architects and the Ci y Engineer. Please see the attached letter from
the City Engineer which outlines the issues and features of the angled alignment. The
memo notes that the angled alignment crea es an increase in the cost of the bridge will
result in the loss of a small city park and w' impact the Remmele Engineering site. It
appears that the design can be adjusted to . imize the impact to the Remmele site,
however a formal position from Remmele i not available at this time (10:00 AM 4110/98).
Once the preferred alignment is understood, the City Engineer will be free to complete the
feasibility study of the road and utility syst ms necessary to support development of the
site.
B.
ALTERNATIVE ACTIONS

Under this alternative, the Church s te plan can be executed as designed. The

The Fallon Avenue overpass is a project that was ident tied on the City's Transponalion Plan as a necd to
be constructed between the years 2000 and 2010. T e alignment of the Fallon Avenue overpass was
developed at the time the Remmele Engineering Inc, pr . eel was initiated, which involved a land transfer in
order to create a 90" overpass. During the tall of1997, t. Henry's Church requested that the City consider
the abandonment of the Fallon A venue overpass as it im ted their site from a physical and primarily. visual
standpoint. This was deemed not a viable option due to he siinificant transportation function served by the
proposed overpass, which prompted St. Henry's Chu h to request a revision to the propos~d overpass
alignment ina manner that would minimize the visual a d physical impact to their proposed facility. Many
versions were examined with an angled overpass alte native deemed the most acceptable to all parties.
Remmele Engineering plans to use their entire site, whih poses constructability concems. which prompted
a slightly revised angled overpass from what the chure has seen to date, (See figure) The realignment of
the Fallon Avenue overpass does have significant impac s which we feel need to be addressed by the Council
priono moving forward with the revision and commiu'ng to the 5t. Henry's Church site plan. A summary
of those issues is as follows:
1.
Remmele Sitc Impacts: One of the more: sig itieant issues is related to the right-of-way needs
associated with the new alignment from the cmmelesite. The Fallon Avenue right-of-way
currently consists of an 80-foot right-ot:'way w th a 30-foot slope easement outside of the right-at:.
way onto the Remmcle property to accommo ate the bridge approach slopes, The initial angled
bridge placed the bottom ofthc slope at 90 feet f m thl: existing right-of..way at the northeast comer
of the Remmele site. with the rigbt-ot:way ne ds tapering back to the south as the realignment is
curved to the east. This alignment was not aee ptable to Remmele due to their proposed expansion
being localed within 40 feet ofthe existing right! f-way. The revised bridge alignment will keep the
road approximately 50 teet from lhe building xpansion, but will require the acquisition of3,000

2. Park Condemnation: -,m Street is a State Ai street, which incorporates strict standards for the
degree of horizontal curves that could be utilize depending on the speed lim it. A fier much analysis
in this area, it was decided that the best aIte ative for 1" Street would be to extend the street
through the existing park rather than jog close t the freeway as is currently proposed. This involves
some minor street reconstruction, but most imp rtantly. involves the condemnation of the park. It is
our recommendation that this park be relocat d in the area at a location to be determined by the
Parks Commission. The condemnation expen es, equipment relocation. land purchase and park
development costs are costs ofextending the s et in this manner. The positive result of this street
ex.tension would be the creation of a buildable site along the freeway between the Fallon A venue
overpass and the existing apartment building i the area and a more straightl.hrough road system to
convey traffic along 7tJ. Street.
3.
Land Costs: Typically, in a development of is type, the 7tJ. Street right-of-way and the Fallon
Street right-of.way would be provided by the d eloper as the property is developed. The remainder
of the sloping riiht-of-way for the overpassould be a city expense. This project, however. has
created remnant parcels due to the church's d sire to keep 70h Street adjacent to the freeway. 111e
remnant parcel located west of Fallon Avenu does appear to be usable property for some other
entity, however, the parcel to the east is stricti a remnant piece. The church has expressed some
desire for the City to purchase the right..ot:'wa tor the overpass and would prefer that the right-of-
way be purchased for 7'" Street as well. At this point, we have agreed to discuss the remmmt
parcels as a land acquisition, but felt that the r maindcr of the road right-of-way be provided by Sl.
Henry's Church. These remnant parcels amo nt to 3.25 acres.
4. Increased Bridge Expenditures: The an led bridge docs create an increased project cost
between the abutments on either side of the freeway. We have assumed the cost to build the
approaches are essentially similar and do not ount to any increased cost. The center pier for the
angled bridge is longer to accommodate the angled bridge and the overall deck length i~ more
extensive than was originally planned. We ave estimated these additional project costs to be
$120,000.

6. Utility RelocatioD: When the Remmele site was developed and Fallon Avenue right-of.way
established, NSP relocated their power lines to a commodate the new proposed location. They were
somewhat assured that they would not need to locate these poles in the future. With the revised
centerline alignment, it is anticipated that there w uld be some additional cost to relocate these power
lines. NSPhas not given us a direct number on ateost, but it iscstimated to be in the neighborhood
of $20,000.
As you can see, while we understand St. Henry's conee with developing something that would work best
for their campus, the impacts from an economic stand int are significant to the City ofMontieello. The
bridge can be constructed this way and does not pose an constructability concerns. We are requesting that
the Council provide some direction as to how they would ike to move forward with this project in determining
an ali~nment for the Fallon A venue overpass. If the angled alignment is selected, we would also appreciate
some direction with regard to negotiating the necessary greements with the church to share in the cost if the
Council feels that is necessary.

Staff report on this item was presented by red Patch. Mr. Scott Rolfe intends to install
an outdoor swimming pool display and sal s area downtown, just to the east of the
building on the northwest corner of West roadway and Hwy 25/pine Street. The
swimming pool and surrounding decking is planned to be 34 feet in length and 7 feet in
height, covering approximately 634 square feet of the existing parking and drive area.
Based upon the site plan provided by Mr. olfe, required on-site parking would not be
adversely affected.
The issue of principal concern is whether 0 not the outdoor open display and sales of
swimming pools or other large scale produ ts is an appropriate use in the downtown B-4,
Regional Business, district. For a conditio al use permit to be allowed, the City Zoning
Code requires that the use be:
. Compatible in its relationship to the Comprehensive Plan,
. Compatible in its relationship to the geographical area and the character of the
surrounding area, and
. Justified by a demonstration of he need for such use.
The Monticello Downtown and Riverfront evitalization Plan has been adopted into the
Comprehensive Plan. Outdoor retail disp y and sales of large products such as
swimming pools appears to be inconsistent and incompatible in its relationship with the
Comprehensive Plan and the intents of the onticello Downtown and Riverfront
Revitalization Plan to, "...create develop nt that "fits" the context of each district." The
Broadway "downtown" district is intended to be the cultural center of the city, with land
uses that provide for small and mid-sized r tail, specialty retail, and personal and business
services. No other retail use in downtown ea conducts the outdoor display and sale of
such large sized products.
It is the opinion of staff that the outdoor di play and sales of swimming pools or other
such large scale products in the downtown area of the City is not consistent with the intent
of the Comprehensive Plan, not in keeping ith the Vision Statement, and not
aesthetically appropriate to the downtown ea of the City.
The Planning Commission recommended a proval of the conditional use permit making
findings and subject to conditions as descri d below in Alternative #1.
Staff requests reconsideration of this item y the City Council.

Probable Costs
It might be assumed that five loans per year might b provided in each
category, with a $25,000 loan maximum for storefr nt improvements
and a $50,000 loan maximum for infrastructure i provements. A
design grant related to the storefront improvement would be $2500.
The term of the loan program (that is, the period f time which the
City determines is appropriate to operate the progra ) and the cost of
the write-down will determine the total cost for the action.
The pedestrian "pass-throughs" would cost approxim tely $22,000.
Fundin ~
Tax increment financing might be the best source 0 funds for a loan
progarm.
Staff time will be required to organize and initiate 10 n program; Mep
could poll building owners and help them move t rough the loan,
design and implementation process.
· Tax abatement might be a likely source of funds fo individuals who
desire to make improvements on their own.
TIF will be the most likely source of funds for the d velopment of the
pedestrian "pass-throughs."

An identity related to Monticello: This road is th introduction to
Monticello for many who use Broadway to get to do ntown or to get
through the community, yet it says nothing of the co munity. Actions
should be taken in concert with the county's planned reconstruction to
make it feel more like a local street - Broadway than a county
highway - CASH 75.
A transportation web: All streets are important to m naging traffic in
Monticello, but it cannot be accomplished solely b making bigger
roads. The configuration of the road is important - Howing for free
flow of traffic, but this does not have to mean mor lanes of traffic.
Also, as the road is planned, accommodation of oth r transportation
modes (bicycles and pedestrians) should be a part of t e road's design.
