City Council Resolution 2018-91CITY OF MONTICELLO WRIGHT COUNTY, MINNESOTA RESOLUTION NO. 2018-91 APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR BERTRAM CHAIN OF LAKES REGIONAL PARK PHASE I PROJECT WHEREAS, pursuant to resolution approved by the City Council on February 26, 2018, city staff and WSB and Associates prepared plans and specifications for the Bertram Chain of Lakes Regional Athletic Park Phase I Project described as follows: • Mass grading of 27 acres • Construction of two premier multi-purpose fields • Installation of a gravel parking lot with the exception of paved accessible parking stalls and associated trail • Installation of gravel trails • Installation of electric utility infrastructure needed for operation of the irrigation system, well, and for future phases • Installation of minimal parking lot lighting • Construction of a water -reuse stormwater pond and irrigation system • Seeding and restoration • Irrigation deep well • Bid alternatives that may be incorporated into the project pending available funding which include gravel trail expansion, additional parking lot lights, and tree planting WHEREAS, the City Engineer has presented such plans and specifications to the Council for approval; NOW THEREFORE, BE IT RESOL VED BY THE CITY COUNCIL OF MONTICELLO, MINNESOTA: 1. Such plans and specifications, a copy of which is on file in the office of the City Clerk, are hereby approved. 2. The designated authority shall prepare and cause to be inserted in the official paper and in the Star Tribune and/or Construction Bulletin or Finance & Commerce paper an advertisement for bid upon the making of such improvement under such approved plans and specifications. The advertisement shall be published no less than three weeks before the last day for submission of bids, once in the City's legal publication and at least once in either a newspaper published in a city of the first class or a trade paper. To be eligible as a trade paper, a publication shall have all the qualifications of a legal newspaper except that, instead of the requirement that it shall contain general and local news, such trade paper shall contain building and construction news of interest to contractors in this state, among whom it shall have a general circulation. Any bidder whose responsibility is questioned during consideration of the bid will be given an opportunity to address the Council on the issue of responsibility. No bids will be considered unless sealed and filed with the Clerk and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the City for 5% of the amount of such bid.
