RESOLUTION NO. 2019-08
APPROVING AMENDMENTS TO TITLE 10 OF THE MONTICELLO ZONING
CODE, CHAPTER 4, SECTION 5 AS RELATED TO DYNAMIC DISPLAYS
WHEREAS, the Zoning Ordinance serves as the primary implementation tool of the City's
Comprehensive Plan goals and objectives; and
WHERESE, an ordinance amendment relating to Dynamic Displays has been prepared to
address dynamic display uses in residentially zoned areas of the City.
WHEREAS, the Planning Commission held a public hearing on January 2" d, 2019 on the
application and members of the public were provided the opportunity to present information
to the Planning Commission; and
WHEREAS, the Planning Commission has considered all of the comments and the staff
report, which are incorporated by reference into the resolution; and
WHEREAS, the Planning Commission of the City of Monticello makes the following
Findings of Fact in relation to the recommendation of approval:
1. The proposed amendments improve the ability of the Planning Commission and City
Council to direct land use and land use policy in the City.
2. The proposed amendments are consistent with the language and intent of the
Comprehensive Plan.
3. The proposed amendments provide for non-commercial messaging for civic and
institutional uses and establishes regulations to address the potential for impact to
neighboring residential uses.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Monticello,
Minnesota:
The Monticello City Council hereby approves the amendment to the Monticello Zoning
Ordinance, Chapter 4, Section 5, adopting the findings of fact herein.
ADOPTED this 28h day of January, by the City Council of the City of Monticello,
Minnesota.
