MINUTES SPECIAL MEETING - MONTICELLO POLICE ADVISORY COMMISSION Thursday, December 10, 2009 6:00 p.m. Academy Room Monticello Community Center Members Present: Brad Fyle, Dick Slais, Jim Roberts, Jason Roubinek and Tom Perrault Members Absent: None Ex -Officio Representatives: Lt. Dan Anselment and Sgt. Dave Anderson - Wright County Sheriff's Office Bruce Westby - City Engineer Others Present: James Markeson, Leila McCarty and Charles Fradella — City residents and PAC applicants 1. Call to Order Commissioner Fyle called the meeting to order at 6:03 p.m. A quorum was present. 2. Approval of minutes of October 21, 2009 regular Police Advisory Commission meeting. COMMISSIONER PERRAULT MOTIONED TO APPROVE THE MINUTES OF THE OCTOBER 21, 2009 REGULAR POLICE ADVISORY COMMISSION MEETING PENDING A SPELLING CORRECTION TO THE WORD "WRIGHT" IN ITEM #6. COMMISSIONER SLAIS SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY (5-0). 3. Interview candidates for vacant Police Advisory Commission seat. Each of the three (3) applicants (Andrew Johnson was not available) was called in to the room in the order listed and were introduced to the Police Advisory Commission. Each applicant was then asked to respond to a set of predetermined questions, which are listed below (Q#) with each of the applicant's general responses following each (R#). Following each interview the applicant was thanked for their time and was excused from the meeting room before the next applicant was called in. James Markeson Q1. Are you a resident of the City of Monticello? R1. Yes, and has been for 8 years. Q2. Do your normal work hours allow you to meet with the Police Advisory Commission on Wednesday evenings during the months of January, April, July and October? R2. Yes, he is retired. Police Advisory Commission Meeting Minutes December 10, 2009 Page 2 Q3. Do you have any experience related to law enforcement and/or criminal justice? R3. Yes, he has an Associate's degree in Criminal Justice and was also in the military. Q4. Why do you feel you are a good candidate for this volunteer position? R4. Because of his Criminal Justice degree and his military service. He also wants to be active in the community. Leila McCarty Q1. Are you a resident of the City of Monticello? R1. Yes, and has been for 5 years. Q2. Do your normal work hours allow you to meet with the Police Advisory Commission on Wednesday evenings during the months of January, April, July and October? R2. Typically yes. Q3. Do you have any experience related to law enforcement and/or criminal justice? R3. Not directly but she has some past experience with regulatory requirements. Q4. Why do you feel you are a good candidate for this volunteer position? R4. She values the ability to have a voice in the community and wants to return something to the City. Charles Fradella Q1. Are you a resident of the City of Monticello? R1. Yes, and has been for 11 years. Q2. Do your normal work hours allow you to meet with the Police Advisory Commission on Wednesday evenings during the months of January, April, July and October? R2. Yes, he is retired. Q3. Do you have any experience related to law enforcement and/or criminal justice? R3. Yes. He served as a reserve Police Officer and Wright County Sheriff's Deputy, and was also a court bailiff. Q4. Why do you feel you are a good candidate for this volunteer position? R4. He feels he has much to offer in terms of experience and his common sense approach to things. Police Advisory Commission Meeting Minutes December 10, 2009 Page 3 The Commission discussed the applicant interviews and felt that, in general, the successful applicant should have the following goals and qualities: • Has a genuine desire to help the community and only has the good of the community in mind. • Not looking to volunteer for personal gain. • Has no hidden agenda. As in the past, the Commission discussed the benefits of having a well-rounded Commission comprised of members having different backgrounds and viewpoints, and that it would best serve the Police Advisory Commission and the City to avoid having multiple people with law enforcement backgrounds on the Commission. As such they thought applicant McCarty was likely the best applicant. COMMISSIONER SLAIS MADE A MOTION TO RECOMMEND CITY COUNCIL APPROVAL OF CANDIDATE LEILA MCCARTY PENDING A SUCCESSFUL CRIMINAL BACKGROUND CHECK. COMMISSIONER ROUBINEK SECONDED THE MOTION. MOTION CARRIED BY A VOTE OF 3 TO 2 WITH COMMISSIONER'S ROBERTS AND PERRAULT VOTING IN OPPOSITION. 4. Adjourn. MOTION WAS MADE TO ADJOURN BY COMMISSIONER PERRAULT AND WAS SECONDED BY COMMISSIONER ROBERTS. MOTION WAS APPROVED UNANIMOUSLY AT 6:54 P.M. Bruce Westby, City Engineer Recording Secretary Police Advisory Commission Agenda: 1/20/10 4. Wright County Sheriffs Office updates / O&A session. A. REFERENCE AND BACKGROUND: Representatives from the Wright County Sheriff's Office will update the Police Advisory Commission on recent crime statistics, trends and other law enforcement issues affecting the City of Monticello, and will respond to questions and/or concerns from the Police Advisory Commission and others in attendance. B. SUPPORTING DATA: None. Police Advisory Commission Agenda: 1120110 5. Update on Police Advisory Commission appointments. (BW) A. REFERENCE AND BACKGROUND: As the Commission is aware, the terms of Commissioners Slais and Roubinek expired on December 31, 2009 and Commissioner Roubinek wished to be reappointed whereas Commissioner Slais decided to resign his appointment. The Commission then interviewed four candidates to fill the vacant position and voted to recommend to the City Council that Leila McCarty be appointed to fill the vacant seat, pending a successful background check. Upon passing the background check Ms. McCarty was recommended for appointment, and on January 11th the City Council ratified the following appointees to the Police Advisory Commission for 2010: General Members: Doting members w/ 3 -near staggered term limits Brad Fyle - Chair Term expires 12/31/2010 Jim Roberts Term expires 12/31/2011 Jason Roubinek Term expires 12/31/2012 (reappointment) Leila McCarty Term expires 12/31/2012 (new appointment) Council Representatives: No term limits Brian Stumpf Voting member Glen Posusta Alternate B. REFERENCE AND BACKGROUND: Bruce Westby will provide a brief update to the Police Advisory Commission on the efforts of City staff to provide a secure office space for a local Sheriff's Office. B.
