Dan Anselment and Sgt. Dave Anderson - Wright County Sheriff's Department Bruce Westby - City Engineer 1. Call to Order The meeting was called to order at 7:00 p.m. A quorum was present. 2. Approve minutes of October 17, 2007 Police Commission meeting. DICK SLAIS MOTIONED TO APPROVE THE MINUTES OF THE OCTOBER 17, 2007 POLICE COMMISSION MEETING AS WRITTEN. BRAD FYLE SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. 3. Consideration of adding items to the agenda. The following items were added to the agenda: • Commissioner Perrault — Snowmobiles operating in the City, vehicle break-ins, speed trailer use in the winter, 2008-2009 WCSD contract hours. • Commissioner Fyle — Outstanding citizen recognition award program, Liberty Tax walking billboards. • Commissioner Slais — No -Parking signs outside the American Legion. • Lieutenant Anselment — Private Street identification, update on snowbirds. • Bruce Westby — Speed limit on Fenning Avenue. 4. Wright County Sheriffs Department updates / O&A session. Lieutenant Anselment presented the Wright County Sheriff's Office 2007 3rd quarter report. A few of the key points included: • Identity theft crimes increased ... big box stores are especially prone to these crimes due to their regular use of gift cards. • Foreclosures less prevalent in Monticello than in Otsego, Saint Michael and Albertville. • More than 40 vehicles were ticketed on Broadway during recent speeding enforcement campaigns. NO FORMAL ACTION REQUIRED/TAKEN. 5. Consideration of Mission Statement for Police Advisory Commission. Development of a Mission Statement was discussed. Examples from other Commissions were reviewed including the Monticello Parks Commission, Calgary Police Commission, New Paltz Police Commission Meeting Minutes April 23, 2008 Page 2 Police Commission, Medicine Hat Police Commission, Edmonton Police Commission, City of Zion Citizens Law Enforcement Advisory Commission, and the City of Spokane Police Advisory Commission. The consensus of the Police Advisory Commission was that this was a good idea, but everyone wanted some time to digest the information presented and bring some ideas back to a future meeting for further discussion. FORMAL ACTION TABLED TO FUTURE MEETING. 6. Discussion of added items. Snowmobiles operating in the City: Commissioner Perrault noted that several residents had complained recently about snowmobiles operating illegally in some areas of the City including Pioneer Park and School Boulevard. Lieutenant Anselment stated that the Sheriff's Department is monitoring this situation as best they can and that many of the snowmobilers that are operating in violation of the City's snowmobile ordinance are doing so during times when enforcement is difficult, such as during heavy snowstorms when the Sheriff's Deputies are busy with weather- related calls. Lieutenant Anselment also noted that the local snowmobile club is helping enforce the snowmobile ordinance by notifying the Sheriff s Department when they spot violators. Vehicle break-ins: Commissioner Perrault wanted to know if the number of vehicles being broken into was on the rise. Lieutenant Anselment said that this issue has actually quieted down recently, however he noted that they are still seeing about 1 break-in per week but usually it is because someone left a purse or other valuable sitting in plain site in their vehicle while they run into a store or church, but if they put them in the trunk these crimes would probably all but disappear. Speed trailer use in the winter: Commissioner Perrault wanted to know if the speed trailer was being used in the winter. Lieutenant Anselment said the City's speed trailer is not used during winter months, and that Wright County has the same practice. However, once the weather warms to above freezing they will begin using their trailer again, and the City likely will too. 2008-2009 WCSD contract hours: Commissioner Perrault wanted to know if/when the Sheriff's Department could add 4 hours per day to their patrol time as previously recommended by the Police Advisory Committee on 7-18-07. Lieutenant Anselment said the hours could likely be added starting in July 2008 if the Council wanted to amend their contract hours in 2008-2009. Bruce Westby noted that staff had not recommended increasing the hours due to the budget crunch. The Police Advisory Commission reaffirmed its recommendation to the City Council to increase the 2008-2009 contract hours by 4 hours per day. Outstanding citizen recognition award program: Commissioner Fyle thought it might be a good idea to host an award program that recognizes citizens who perform outstanding acts of bravery or otherwise went above and beyond the call of duty to help others in need. It was requested that information be brought back to the next PAC meeting for discussion. Police Commission Meeting Minutes April 23, 2008 Page 3 Liberty Tax walking billboards: Commissioner Fyle noted that Liberty Tax is employing a walking billboard at the intersection of TH 25 and Broadway Avenue and that this is a safety issue for motorists in the area. He then asked if there is anything the Sheriff's Department can do to discourage this type of behavior. Lieutenant Anselment said there is no law against this type of advertising, however they would talk to the business owner and inform them that this could be a liability issue for them if they continue this practice. All it would take is for someone to link the cause of an accident to being distracted by the billboard and they could be liable for the accident and any fees or fines associated with it. No -Parking signs outside the American Legion: Commissioner Slais informed Lieutenant Anselment and Sergeant Anderson that there are often vehicles parked in the no -parking zones posted outside the American Legion. Lieutenant Anselment will discuss this issue with the Legion's owner. Private Street identification: Lieutenant Anselment asked if the City could do something to help the Sheriff's Deputies easily identify all private streets, such as using street signs with different colors. Bruce Westby told Lieutenant Anselment that we could provide the Sheriff's Department with color coded maps identifying all private streets within the City. Update on snowbirds: Lieutenant Anselment said that this winter there had been 149 snowbird tickets issued, however none of these vehicles were towed. Lieutenant Anselment commended Tom Moores for the excellent work he was doing to keep the streets clear of snow. Speed limit on Fenning Avenue: Bruce Westby informed the Police Advisory Commission that the speed limit on Fenning Avenue is currently posted at 30 mph which is not enforceable, but that the City Council recently passed a resolution requesting a speed study to be performed by Mn/DOT so the City could post a speed limit on Fenning Avenue that would be enforceable. Bruce said he contacted Wright County and Mn/DOT to ask if the City could post the speed limit at 45 mph while waiting for the speed study results and neither agency objected. Lieutenant Anselment also felt this was reasonable, but stated that the City needed to make this decision. 7. Adiourn. MOTION WAS MADE TO ADJOURN BY BRAD FYLE AND SECONDED BY DICK SLAIS. REFERENCE AND BACKGROUND: Representatives from the Wright County Sheriff s Department will update the Police Advisory Commission on recent issues affecting the City of Monticello, and will respond to questions and concerns from Commission members as needed. B. SUPPORTING DATA: None. Police Advisory Commission Agenda: 4/23/08 5. Consideration of adopting Mission Statement for the Police Advisory Commission. A. REFERENCE AND BACKGROUND: At the last Police Advisory Commission meeting on January 23, 2008 the Commission determined that a Mission Statement was desirable but more time was needed to consider the information presented. The item was therefore tabled to allow for further consideration by the Commission members. As was previously stated, Mission Statements are often used to help define the goals or mission(s) of Departments, Groups and Commissions and how they plan on achieving those goals. The Police Advisory Commission is therefore being asked to develop a Mission Statement that reflects these elements. If the Commission approves a Mission Statement it would be beneficial to publish it on the Commission's web page. B. ALTERNATIVE ACTIONS: 1. Motion to approve the following Mission Statement for the Police Advisory Commission; " " and publish it on the Commission's web page. 2. Motion to table development of a Mission Statement for the Police Advisory Commission until the next regularly scheduled meeting. C. SUPPORTING DATA: Mission Statement examples Calgary Police Commission Mission Statement: To provide independent civilian oversight and governance of the Calaary Police Service to ensure a safe community. The Ontario Civilian Commission on Police Services Mission Statement The Ontario Civilian Commission on Police Services is an independent oversight agency committed to serving the public by ensuring that adequate and effective policing services are provided to the community in a fair and accountable manner. New Paltz Police Commission Mission Statement It is the Mission of the New Paltz Police Commission to insure that the Police Department provides without any prejudice, adequate protection, guidance and security at a reasonable cost to the citizens of the community. (8/15/02) The Medicine Hat Police Commission Mission Statement (Alberta, Canada) "The Medicine Hat Police Commission provides overall direction through support and guidance to the Chief of Police, ensuring a safe and secure community." Edmonton Police Commission Mission Statement (Edmonton, Canada) The Edmonton Police Commission is committed to working with the citizens of Edmonton and the Edmonton Police Service to provide the community with a safe environment. The City of Zion Citizens Law Enforcement Advisory Commission (CLEAC) Mission Statement The mission of the Citizens Law Enforcement Advisory Commission is: To serve as a vehicle of communications between the community and the Chief of Police; and to act as a cross- sectional voice of the citizens and to provide general direction to the Police Department. City of Spokane Police Advisory Committee (Spokane, WA) Mission Statement: To act as an Advisory Board representing various community client groups to the office of the Chief of Police. To function as a sounding board for the Chief of Police regarding community needs and concerns, as well as community response to proposed police programs and procedures. The only term limits are for the Chair and Vice Chair who can each serve only two consecutive annual terms. City of Monticello Parks Commission "To enhance community pride through developing and maintaining City parks with a high standard of quality." Police Advisory Commission Agenda: 4/23/08 6. Consideration of recommending adoption of Outstanding Citizen Recognition Award. A. REFERENCE AND BACKGROUND: Recognition awards are often used by local and regional governmental agencies to recognize citizens who perform outstanding deeds within the community. The Police Advisory Commission is being asked to discuss whether the City of Monticello should adopt its own Outstanding Citizen Recognition Award, and if so the Commission should decide what the requirements for achieving the award should be, as well as what the actual award should be. B. ALTERNATIVE ACTIONS: 1. Motion to recommend adoption of Outstanding Citizen Recognition Award with award requirements as specified. 2. Motion to recommend adoption of Outstanding Citizen Recognition Award without specific award requirement recommendations. 3. Motion to deny recommending adoption of Outstanding Citizen Recognition Award. C. SUPPORTING DATA: Wright County Sheriff's Office Awards and Recognition directives (4 pages) White Bear Township Citizen Recognition Program information (6 pages) WRIGHT COUNTY SHERIFF'S OFFICE DIRECTIVES MANUAL SECTION: General Orders DIRECTIVE: G300 SUBJECT: Awards and Recognition DATE: July 01, 2004 SPECIAL INSTRUCTIONS: Update Directives Manual PAGES: 4 DISTRIBUTION: All Sheriff's Office Personnel G300.01 Purpose The purpose of this order is to appropriately recognize all sheriff's office employees and citizens who contribute in a truly measurable and outstanding way to the betterment of our county and office. G300.02 Policy It shall be the policy of the Wright County Sheriff to recognize employees of this office or of other law enforcement agencies and community members or organizations for acts of heroism, outstanding service, exemplary performance, or upholding the guiding principles of this office. G300.03 Award Recommendation for Law Enforcement Emplovees and Agencies Any member of the office may initiate an award recommendation by completing and submitting a "Wright County Sheriff's Office Recommendation for Award" form outlining justification for the award. When the nominee is a member of this office, the nominator shall forward the completed form to the Awards and Recognition Committee and a copy to the nominee's division supervisor for information purposes. The division supervisor may comment in addendum format and forward the form to the Awards and Recognition Committee. When a nominee is a member of another law enforcement agency, the nominator shall forward the form to the nominator's division supervisor. The division supervisor shall forward the form to the Administrative Division addressed to the Chief Deputy. The Chief Deputy shall notify the chief law enforcement officer of the other agency within five working days of receipt, and forward the form to the Awards and Recognition Committee. G300.04 Award Selection and Presentation The Awards and Recognition Committee shall consider each recommendation by comparing justification information submitted to award criteria. The committee's recommendation shall be forwarded to the Chief Deputy. Award recommendations, approved or disapproved, shall be placed in the employee's personnel file. Award presentations shall be made by the Sheriff or a designee. G300.05 Award Categories for All Law Enforcement Emplovees and Agencies Medal of Honor: The Medal of Honor is the Wright County Sheriff s Office highest award. It may be awarded for an act of outstanding bravery or heroism. Such an act would be characterized by courage in the face of great bodily harm or death. This award may also be given posthumously. The Medal of Honor shall consist of a medal, a blue bar, and a certificate. Medal of Valor: The Medal of Valor may be awarded for an act of distinguished gallantry or valor, intelligently performed, while conscious of danger. The Medal of Valor shall consist of a medal, a red bar, and a certificate. Award of Merit: The Award of Merit may be awarded for an act of bravery or achievement where the service provided is significantly greater than commonly expected. The Award of Merit may be awarded for outstanding self -initiated work, continuing dedication and devotion to a law enforcement agency or the community, or other highly creditable unusual accomplishment, as a representative of the law enforcement community. The Award of Merit shall consist of a plaque, a gold bar, and a certificate. Commendation Award: The Commendation Award may be awarded for an act of achievement beyond normal performance requirements, which reflects great credit upon the office and the law enforcement community. The Commendation Award shall consist of a green bar and a certificate. Letter of Recognition: The Letter of Recognition may be awarded for special efforts or actions which are noteworthy yet do not meet requirements for the above awards. This award shall consist of a Letter of Recognition from the Sheriff. Career Achievement Award: The Career Achievement Award may be awarded for consistent superior performance of assigned duties demonstrated over the course of a law enforcement career. This award pays tribute to a person whose efforts, throughout their service, make for significant career accomplishment. The Career Achievement Award shall consist of a plaque and certificate. Unit Citation Award: The Unit Citation Award may be awarded to a division, unit or section for exemplary service or a specific action. The award shall consist of a commemorative plaque to be displayed at the division, unit or section. Employees directly involved may receive a certificate. G300.06 Years of Service Awards "Years of Service" awards shall be made at five-year intervals starting at five years of service and concluding with retirement. This award shall consist of a blue bar with gold star for every five years of completed service. It shall be the Awards and Recognition Committee's responsibility to review and recommend to the Sheriff the issuance of the "Years of Service" bar. G300.07 Uniform Displaving of Awards Medals awarded by the office shall be awarded in a presentation box and shall be worn only at the direction of the Sheriff. Bars may be worn on the left breast area of the uniform shirt or jacket. Non-uniform employees may wear bars on the left lapel or left breast pocket area of civilian clothes. Bars shall be worn below the longevity pin where applicable and in descending order (Honor, Valor, Merit and Commendation). Only one bar for each award category shall be worn. An employee who receives more than one award from the same category shall be presented with a single bar identifying numerically the sum of awards received in such category. Bars representing awards received from other law enforcement agencies to employees of this office shall be worn immediately below office awards and in descending order. G300.08 Award Recommendations for Private Citizens or Organizations Any member of the office may initiate an award recommendation by submitting a "Wright County Sheriff's Office Recommendation for Award" form outlining justification for the award to the division/unit supervisor. The division/unit supervisor shall forward the form, within five business days of receipt, to the Awards and Recognition Committee Chairperson. G300.09 Citizen's Award Selection and Presentation The Awards and Recognition Committee shall consider each recommendation by comparing justification information submitted to award criteria. The committee's recommendation shall be forwarded to the Chief Deputy. Award presentations shall be made by the Sheriff or a designee. G300.10 Citizen's Award Catep-ories Medal of Valor: The Medal of Valor is the office's highest citizen award. It may be awarded to a citizen who risks personal harm with the intention of providing assistance to law enforcement or another person in order to accomplish a law enforcement, civic, or humanitarian goal. This award may also be given posthumously. The Citizens Medal of Valor shall consist of a medal and a certificate. Award of Merit: An Award of Merit may be awarded for an act of bravery beyond ordinary expectations. An Award of Merit may be awarded in recognition of a citizen or organization whose significant assistance to law enforcement, another citizen or the community displays extraordinary involvement beyond ordinary expectations. The Citizens Award of Merit shall consist of a plaque. Commendation Award: A Commendation Award may be awarded to a citizen or organization for outstanding assistance to the office, a citizen, organization or the community on behalf of public safety and normally under difficult or demanding circumstances. The Citizens Commendation Award shall consist of a certificate. Letter of Recognition: A letter of recognition from the Sheriff may be awarded to a citizen or organization for their special effort to assist the office. G300.11 Awards and Recognition Committee Members The Awards and Recognition Committee shall be comprised of the following personnel: a. One Sworn Sergeant b. Two Deputies c. One Corrections Sergeant d. One Corrections Officer e. One Clerical Staff, and f. One Communications Officer All members of the committee shall be appointed by the Sheriff to serve for two years or as needed. The committee shall meet on a quarterly basis throughout the year and more frequently if the need arises. The committee shall consider nomination for Recognition Awards and conduct an investigation of the incident when necessary. The Sworn Sergeant to the committee shall act as the chairperson and submit the committee's recommendation to the Sheriff. It will also be the chairperson's responsibility to notify other committee members when nominations are submitted to the committee. 1-, 4 4 WHITE BEAR TOWNSHIP CITIZEN RECOGNITION PROGRAM Background: On May 3, 1993, the Town Board adopted a Resolution for implementation of a Citizen Recognition Program. Purpose: Recognition of citizens for acts of special service and assistance to those in need. POLICY: 1) The Town shall encourage the Ramsey County Sheriff's Department, the White Bear Lake Fire Department, its residents, and members of the Public Safety Commission to recommend candidates for recognition for acts of special service and / or assistance. 2) Candidates for recognition shall be forwarded to the Public Safety Commission, who will review the information and make recommendation to the Town Board for action. 3) The Township shall mail correspondence acknowledging and thanking each recognized citizen, and a Public Safety Commission Member shall contact the candidates for purposes of obtaining background information for presentation of an award. 4) An Award and/or Certificate bearing the Township logo shall be presented to each recognized citizen at the Town's Annual Meeting. Tom Moores, Streets Superintendent, will again provide monthly updates via e-mail to the Wright County Sheriff s Office identifying the proposed locations of the speed trailer during the upcoming month. This will allow the Sheriff s Deputies to know where to look for the speed trailer so they can better enforce posted speeds. 2) In -Street Pedestrian Crossing signs — Again, with the advent of spring the in -street pedestrian crossing signs have re-emerged and will be placed at various pedestrian crossings around town. Similar to the speed trailer, the signs will be moved from location to location based on need and/or request. Police Advisory Commission added items for 4-23-08: 1) Monthly false alarm statistics available? a. Provide to Tom Kelly if so. b. Information needed includes address, cause, etc... 2) Non-moving violations enforcement: a. How many such violations were issued last year? b. How much time is currently spent on such violations? c.
