MONTICELLO POLICE ADVISORY COMMISSION
Wednesday, October 17, 2007 - 7 p.m.
Members Present: Brad Fyle, Dick Slais and Susie Wojchouski
Members Absent: Dave Gerads and Jim Roberts
Others Present: Lt. Dan Anselment and Sgt. Dave Anderson - Wright County Sheriff's

1. Call to Order
Prior to their regular meeting the Police Advisory Commission held a meet -and -greet with those
Sheriff s Deputies that regularly patrol Monticello. During the meet -and -greet the following
items were discussed:
Knowledge of City Ordinances: Lieutenant Anselment noted that all Sheriff s Deputies are
provided with a "Law Book" containing the ordinances of every City they patrol. It was also
noted that they can access Monticello's ordinances from the City's web page.
Semi trailer parking: Susie Wojchouski asked the Sheriff s Deputies if there is a preferred place
for semi's to park overnight. The Deputies recommended that the City's commuter lot by the
Muller Theater be utilized for this first and foremost. They recommended that semi -trailers not
be allowed to park in Wal -Mart's, Home Depot's or Target's parking lots, although this does
occur on a regular basis.
Deputies assigned to Schools: Two deputies are typically assigned to local schools. Lieutenant
Anselment said these deputies are at the High School or one of the other schools approximately
four out of every seven hours each school day.
Staffing issues: Lieutenant Anselment said staffing is an issue for them because wages are
comparatively low for Wright County Sherriff s Deputies even though they must meet high
standards which results in about 75% of applicants failing the entrance examination.
The meeting was called to order at 7:30 p.m. A quorum was present.
2. Approve minutes of Julv 18, 2007 Police Commission meeting.
SUSIE WOJCHOUSKI MOTIONED TO APPROVE THE MINUTES OF THE JULY 185 2007
POLICE COMMISSION MEETING AS WRITTEN. DICK SLAIS SECONDED THE
MOTION. MOTION CARRIED UNANIMOUSLY.
3. Consideration of adding items to the agenda.
The following items were added to the agenda:
• Commissioner Slais — No -parking signs outside the American Legion
• Lieutenant Anselment — Drinking in public due to new indoor smoking ban
• Commissioner Wojchouski — Speed Trailer location coordination
• Commissioner Wojchouski — Sheriffs Deputies hours of operation

4. Wright County Sheriffs Department knowledge of Citv ordinances.
Lieutenant Anselment and Sergeant Anderson said that as noted during the meet -and -greet all
Sheriff s Deputies carry a "Law Book" that contains the ordinances of each City they patrol in so
each Deputy has immediate access to the City's ordinances during patrol.
NO FORMAL ACTION REQUIRED/TAKEN.
5. Wright Countv Sheriffs Department enforcement of snowmobile ordinance.
Lieutenant Anselment and Sergeant Anderson indicated that in the past the Sheriff's Department
has typically enforced the snowmobile ordinance when complaints are called in. However, there
may now be grant money available to help offset the cost for the Sheriff s Department to provide
random snowmobile patrols within City limits. Lieutenant Anselment recommended that the
City contract with the Sheriff's Department to provide patrols during off-peak times such as the
evenings before holidays and during school vacations as these are the times that most of the
violations occur.
NO FORMAL ACTION REQUIRED/TAKEN.
6. Evaluation of Wright Countv Sheriffs Department services.
All members of the Police Advisory Commission felt the services provided to the City by the
Wright County Sheriff's Department are very good and as such had no recommendations to offer
for bettering their service.
Lieutenant Anselment and Sergeant Anderson stated they feel they have the necessary resources
to do their jobs well. They also noted they have not received very many complaints over the last
year other than the normal complaints that their response time is sometimes perceived as being
too long.

7. Review of citv snow removal policy and winter parking ordinance.
The Police Advisory Commission reviewed those portions of the City ordinance that define the
City's snow removal policy. Lieutenant Anselment noted that our snow removal ordinance
language is very complete and that the Sheriff's Deputies understand it and will enforce it to the
best of their abilities. He also noted that before the Sheriff s Department can tow a vehicle they
have to perform a complete vehicle inventory and that this inventory usually takes 15 minutes or
more which slows down the towing process. Lieutenant Anselment therefore recommended that
the City consider contracting with a private towing service to speed this service up when a large
number of vehicles require towing, such as during heavy snow events.

S. Discussion of added items.
No Parking signs outside the American Legion: Commissioner Slais asked Lieutenant
Anselment and Sergeant Anderson why no parking is allowed from 6 am to 6 pm outside the
American Legion, and recommended that the signs be removed. The Sheriff's Deputies were not
aware of this and said that if the signs were not needed they would be removed. Lieutenant
Anselment will call the American Legion to inquire as to the origin and purpose of the signs.
Drinking in public due to new indoor smoking ban: Lieutenant Anselment informed the Police
Commission that recently greater numbers of people have been observed standing outside of
restaurants and bars smoking and drinking due to the new indoor smoking ban. He noted that a
local business owner recently requested permission to allow people to drink while standing
outside of his establishment. The Police Commission recommended that Lieutenant Anselment
deny his request.
Speed Trailer location coordination: Commissioner Wojchouski inquired as to how the
coordination of the speed trailer's location was working between City staff and the Sheriff s
Department. Lieutenant Anselment said it work best if the City's Street's Superintendent could
e-mail him a list of the proposed locations over the upcoming weeks so the Sheriff's Deputies
knew where to expect the trailer to be. Bruce Westby will pass this information along to Tom
Moores.
Sheriffs Deputies hours of operation: Commissioner Wojchouski inquired as to the hours that
the Sheriff's Deputies actively patrol the City. She said she would like to have three Deputies
patrol the City between 6 pm and 2 am and suggested that the Sheriff s Department send a letter
to the City Council recommending this. Lieutenant Anselment said he would provide such a
letter to the Council.
Status of gang activities: Commissioner Slais asked the Sheriff s Deputies if there has been an
increase in gang activities in the City lately. Lieutenant Anselment noted there is no new gang
activity in the City at this time.
Kjellberg's Trailer Park: Commissioner Wojchouski asked how often Sheriff s Deputies are
called out to Kjellberg's Trailer Park. Lieutenant Anselment responded by saying they are not
called there on a frequent basis.
9. Adiourn.
MOTION WAS MADE TO ADJOURN BY BRAD FYLE AND SECONDED BY DICK
SLAIS. MOTION WAS APPROVED UNANIMOUSLY AT 8:35 P.M.

4. Wright Countv Sheriffs Department updates / O&A session.
A. REFERENCE AND BACKGROUND:
During each regularly scheduled Police Advisory Commission meeting representatives from
the Wright County Sheriff's Department typically update the Commission on issues affecting
the City since their last meeting, and respond to questions from Commission members as
needed. An agenda item has therefore been added to allow these items to occur in an orderly
manner at the beginning of each meeting.
B. SUPPORTING DATA:
None.

5. Consideration of Mission Statement for Police Advisory Commission.
A. REFERENCE AND BACKGROUND:
Mission Statements are often used to help define the goals or mission(s) of Departments,
Groups and Commissions and how they plan on achieving those goals. The Police Advisory
Commission is therefore being asked to discuss whether they would like to develop a
Mission Statement and if so what the Mission Statement should say. If the Commission
members vote to approve a Mission Statement it could be added to their web page on the
City's web site, similar to the Park's Commission web page attached as supporting
documentation.
B. ALTERNATIVE ACTIONS:
1. Motion to approve the following Mission Statement for the Police Advisory
Commission; "

2. Motion to table development of a Mission Statement for the Police Advisory
Commission until the next regularly scheduled meeting.
3. Motion to deny development of a Mission Statement for the Police Advisory
Commission at this time.

Monticello Police Advisory Commission Updates

1) Speed Trailer location coordination —
Tom Moores, Monticello's Streets Superintendent, will provide monthly updates via e-mail to
the Wright County Sheriffs Department (WCSD) in regards to the proposed location of the
City's new speed trailer. This will allow the WCSD to know where to look for the speed
trailer so that they can better enforce posted speeds along that corridor.
2) No-Parkinc suns outside the American Legion —
City staff reviewed these signs following Commissioner Slais' comments at the previous
Police Advisory Commission meeting. The existing no -parking signs are located on both
sides of Elm Street and on the south side of 3rd Street and are in effect from 6 am to 4 pm
during school hours. The signs are in place to provide a safer crossing environment for
school children crossing at this location. If cars are allowed to park in these areas they
greatly reduce visibility and make it hard for children crossing the road to see cars coming
and vice -versa.
3) School Boulevard Sianina from Edmonson Avenue to TH 25 —
The City Council asked staff to evaluate the existing signing between Edmonson Avenue and
TH 25 to see if any signs could be removed to reduce the sign clutter along this corridor. As
a result of the Council's request approximately 14 signs will be removed in spring of 2008.
Police Advisory Commission added items:
1) Liberty Tax walking billboard @ CSAH 75 & TH 25:
a. Safety issue
b. Laws against this sort of distraction elsewhere?
2) Speed limit on Fenning Avenue:
a. Non -enforceable due to lack of Mn/DOT speed study
b. Can one side of road be posted different from other side of road?
c. Can City re -post at 45 mph?
3) No -Parking signs on Elm Street @ 3rd Street:
a. 6 am to 4 pm during school hours
4) Contract for 2008 Law Enforcement services:
a. PAC recommended adding 4 - 8 hrs/day in 2008 @ 7/18/07 PAC meeting.
b. City failed to notify WCSD in time to start in 2008.
c. WCSD still okay with current hours budgeted?
d. Budget crunch 4 staff recommendation to omit?
e. PAC comments/updated recommendation?
