QUARTERLY MEETING - MONTICELLO POLICE COMMISSION
Wednesday, October 23, 2002 - 7 p.m.

Also Present: Patrol Division Lt. Dan Anselment, Monticello School Resource Officer Eric
Leander and City Administrator Rick Wolfsteller.
1. Approval of Minutes of the Julv 31, 2002 Police Commission Meetina.
MOTION WAS MADE BY BRAD FYLE AND SECONDED BY BRIAN STUMPF TO
APPROVE THE MINUTES OF THE JULY 31. 2002 POLICE COMMISSION MEETING.
MOTION CARRIED UNANIMOUSLY.
2. Discussion of School Liaison Officer Program.
Lt. Anselment introduced to the Commission members the Monticello School Resource Officer, Eric
Leander. Mr. Leander noted that he has been working with the Monticello school system for a
couple of years now and is involved with all of the schools within the Monticello School District.
Mr. Leander noted that Monticello seems to have a higher percentage of high risk kids within our
school system when compared to other cities in Wright County. The reason for this is probably
related to a community's number of apartment complexes, mobile home parks and/or lower income
housing that is available within the school district. Mr. Leander noted that funding for the school
liaison officer program is done through state sources along with school district revenues and does
not come out of the City of Monticello police department budget. The use of this officer program
has freed up Monticello officers to perform other city functions rather than spending a lot of time at
the school district, which they were doing years ago.
3. Discussion of additional security services for Monticello Communitv Center.
Officer Anselment noted that Sheriff Department representatives have met with Community Center
Director. Kitty Baltos. to discuss security concerns that the Community Center has been
experiencing relating to groups of youth gathering on the property. Mr. Anselment noted that three
recommendations were made to the Community Center Director which included:
1. Hiring a private security firm to be on site during specified times.
2. Utilizing the Sheriff s Department off duty depputies as needed

Contract for additional manpower through the police contract.
Currently the Community Center has decided to use Sheriff Department off duty- deputies at $30/hr
on a trial basis to see if it can reduce the problems encountered at the center, but it was
recommended by the Sheriff s Department that the City consider utilizing a private security firm for
enforcement presence as it would likely be a cheaper cost in the long run.
It was the consensus of the Police Commission that the Community Center staff should do what is
necessary to keep control of the center by eliminating any problems early before they get more
serious. It was suggested that the Community Center Advisory Board interview various private
security firms for this purpose.
4. Miscellaneous.
Commission members briefly discussed the County Road 75 construction project that has been
occurring for the past few months and questioned the Sheriff Department on whether traffic
enforcement has been a problem along County Road 75. It was noted that a number of citations
have been issued for improper left turns on Highway 25. but the majority of the public was obeying
traffic laws in the construction zone.
Lt. Anselment also reviewed with the Commission members the latest quarterly report on activities
that have taken place in Monticello compared to other years relating to service calls, traffic citations,
traffic accidents and other crimes.

3. Consideration of election of officers and review appointments. (R\N,')
A. REFERENCE AND BACKGROUND:
Currently the Police Advisory Commission consists of four members at large appointed to
staggered three year terms and one council member, whose term corresponds with their elected
office term. Commission member Liz DeMarais term expired December 31, 2002 and the
City Council has officially reappointed Liz to another three year term. If Liz is not interested in
continuing on the Police Advisory Commission, a recommendation should be made by the
commission members to the Council for a replacement. I have not had an opportunity to
discuss with Liz her interest in continuing but assumed she would be willing to serve another
term.
The current ordinance creating the Police Advisory Commission also indicates that a chairman,
vice-chairman and secretary shall be elected from its members. The current chairman is Dave
Gerads and I have been acting as secretary for the commission. The commission members
should officially appoint a chairman, vice-chairman and secretary for the upcoming year.
