QUARTERLY MEETING - MONTICELLO POLICE COMMISSION

3. Consideration of update on request for speed limit study on East Counri Road 39
(Riverview Drive).
Chief Deputy Don Lindell informed the Commission that the Sheriff s Department had
attempted to complete a traffic study along East County Road 39 as requested by the
Police Commission. Equipment used in the traffic study wasn't functioning properly and
the department was only able to get a vehicle count, not record speed limits or types of
vehicles. Deputy Lindell noted that during two days in late June, 1999, traffic counts
indicated approximately 5300-5600 vehicles traveled on this section of road.
Deputy Lindell noted that the Sheriff s Department will again conduct a study to get
more accurate data on speed limits but he did note that the Sheriff Department deputies
that work in this area have not experienced speeding to be a problem along this section of
road but that speeding is more likely to occur once further out along County Road 39.
It was a recommendation of the Commission that the City send a letter to Mr. and Mrs.
Donald Meyer, who had requested the study, that the Police Department will continue to
monitor the traffic patterns in this area but that they did not feel at this point that speeding
was an excessive problem.
4. Consideration of discussion for reviewing calls for service and time spent by the
deputies within the Monticello school system.
Previously the Police Commission had noted that the Sheriff s Department felt an
increasing amount of hours were being spent by deputies in the City responding to calls
for service within the school system. Chief Deputy Lindell noted that this concern was
discussed with Monticello school representatives last fall to inform them that the City
of Monticello contracts for deputies to service the entire City and not just the school
system and that the school should try to limit the number of calls for service to the
Sheriff s Department in the future. The school administration was informed that a school
liaison officer should be considered if the school system expects police presence in the
school on a frequent basis. Since the school has declined to participate in that type of a
program, the Sheriff s Department has been attempting to limit the amount of service
calls they are making at the school. At this time, it doesn't appear that the calls are
excessive any more and that the first half of 1999 has shown a reduction in the calls to
the school system to about 4% of the total calls made in the City. It was felt by Deputy
Lindell that this is not a problem at the present time and that the Police Commission
should just continue to monitor the situation.
5. Consideration of reviewine and recommendinLy contract hours and buds_ et for year
2000.
Commission members reviewed the present budget and hours of service that total 10,636
hours at the present hourly rate of $36.75/hour for a total budget of $390,873. For the
year 1999, the City had approved an increase in the contract hours by 4 hours a day to
bring our level of service to 28 plus hours per day with the idea that the hours would be
increased four hours per year until coverage is equal to two full time patrolmen or 48
hours daily coverage.
In continuing with this recommendation, the Commission recommended that the City
Council consider adding an additional four hours per day or 1040 hour annually to the
contract bringing the total hours contracted to 11,676 hours. Although a contract fee has
not yet been established by the Wright County Commissioners, it is expected that the
annual hourly rate will increase from $36.75/hour to approximately $38.50/hour. At
$38.50/hour, the total police department budget would increase to $449,526. It was
recommended that the City staff include this amount in the proposed budget for Council
consideration.
6. Discussion on Miscellaneous Items.
Speedine Concerns - Broadwav
Commission members briefly discussed speeding concerns on West Broadway and Chief
Deputy Don Lindell indicated that the mobile radar unit that indicates vehicle speed
will be placed near Pinewood on West Broadway as a reminder to motorist of their speed.
Discussion on Studv comparing contractine -vs- Citv's own police department
Commission members briefly reviewed a report that was completed in March of 1995
that compared the cost and benefits of contracting with the Sheriff s Department -vs-
establishing the community's own police department. At that time, the report indicated
it was substantially more economical to continue with contracting as long as the citizens
were acceptable to service being provided.
In light of the fact that Commission members have not received complaints or requests to
start our own police department and due to the fact that the initial cost to create a new
department could be substantial, it was the consensus of the Commission members that
continuing to contract for police protection services would be best alternative for the City.
It was also noted that it would not be necessary to update the study at this time but would
certainly would be reviewed in the future if necessary.
Other Discussion Items
Chief Deputy Lindell noted to the Commission members that the Sheriff's Department
has recently added an additional layer of administrative supervision to their department
by the addition of two new lieutenants. These positions will help the County in their
administrative functions and should also be beneficial to communities like Monticello
who contract for service.

4. Update on traffic speed concerns along East Broadway.
A. REFERENCE AND BACKGROUND:
Occasionally, I will receive comments from the public on what is perceived to be
excessive speed along County Road 75 (East Broadway). While I don't know
whether traffic is actually exceeding the speed limit or whether it is the perception of
residents along Broadway because of the noise and truck traffic, Commission members
may want to discuss with Sheriff's representatives their input on whether they feel there
is any problem along this road. Possibly it may be beneficial to utilize the portable
speed indicator again on East Broadway as a reminder to those who may be exceeding
the speed limit.
With the recent reconstruction of County Road 75 from Washington Street (High School)
to West County Road 39 into a four lane roadway, you may have noticed that the posted
speed limit has been changed to 45 mph from approximately the hospital district to
County Road 39. Previously the speed limit was set at 55 mph when it was a two lane
road and it would be interesting to hear any comments from the Sheriff's Department on
whether the posted speed limit is being obeyed by most traffic.
If any Commission member or Sheriff's Department representative has concerns on
speeds in other areas, this would be a good time to review and discuss.
