Council Liaison Present: Wayne Mayer Staff Present: Ollie Koropchak, Rick Wolfsteller, Angela Schumann 1. Call to Order. Vice Chair Bill Fair called the meeting to order. 2. Cansideration to a rove the June 6th 2007 HRA Minutes. Koropchak noted that the date on the minutes should be changed from June 5th to June 6th, 2007. Consideration to review Cit bud et worksheets and acce t the HRA 2008 Preliminary Budget_ Koropchak provided the City budget worksheets and 200$ preliminary budget. Koropchak referred to goals and objectives listed and indicated that a copy of the vision statement and plan that was written for bio-science was requested to be incorporated into the comp plan. • 1 HRA Minutes - 08/01/07 Koropchak explained that the primary issues for the HRA were succession planning and the consistent administration of goals, policies, statutes, etc. Programs that the HRA is responsible for include job creation, downtown redevelopment, and marketing. Koropchak reminded them that this is for Council budget funding. Koropchak reviewed measurement items, including tax increment collected, marketing, new jobs created, annual payroll for jobs created and others. Fair asked why 2006 showed job creation at zero. Koropchak stated that no districts had been completed in 2006. Koropchak stated that 2007 included Karlsburger, and 2005 included Dahlheimer. Koropchak reviewed the capital improvement budget. When talking about bio- science, the goal has been to create jobs at a higher wage level. Koropchak had budgeted $250,000, which is being split with request from EDA. She noted that a potential merger impacts this number. The request is spread over five years, at $50,000 each year. The same cost-sharing was applied to the possible creation of ajob-training campus. A fund for downtown land purchase was also identified in the preliminary budget. Koropchak explained that these numbers are over and above what the HRA has in funds. Barger asked how this compares to previous years. Koropchak responded that the IDC had made a recommendation that the HRA and Council contribute matching dollars. HKGi, the City's comprehensive plan consultant has stated that the reason the City buys land is so that it can get the uses it wants. Koropchak stated that she is suggesting that the HRA play that role. HRA doesn't currently have dollars to match, because right now the HRA is paying for the land assessment of Otter Creek Crossing. Free stated that the Council and Mayor had previously stated that they were interested in HRA acquiring additional land. Fair noted that this is a preliminary budget. Fair asked if Council is interested in downtown redevelopment. Koropchak stated that the preliminary budget is a wish-list only. Free stated that he would like to set aside funding or future additional industrial acquisition. Frie asked where proceeds from the industrial park land sales go. Koropchak stated that the dollars at closing go into general fiend. Trunk fees are paid out of that, then the balance goes to pay for additional acquisition. The tax increment is used to pay assessments and administrative costs. Koropchak indicated that the Council hoped the HRA would have a net profit from sales to pay for another 2 HRA Minutes - 0$/01/07 acquisition. Koropchak stated that she is not sure the HRA will have that ability. Frie asked if the HRA has to match. Koropchak stated that was the original discussion. Fair stated that the HRA should look at profits derived, which should be put toward other acquisitions and dedicated that way. Fair noted that although it is hard to predict what those revenues are going to be, it should be a policy. Barger stated that in looking at land cost, $250,000 is not that unreasonable. MOTION BY COMMISSIONER FRIE TO ACCEPT THE PRELIMINARY BUDGET WORKSHEET FOR THE HRA AND TO RECOMMEND THAT AS FART OF THE PRELIMINARY CAPITAL IMFROVEMENT FLAN THAT THE CITY COUNCIL DEDICATE $250,000 OVER 5 YEARS FOR FUTURE LAND PURCHSES FOR FUTURE INDUSTRIAL PROPERTY, WHICH MAY INCLUDE A BIO-SCIENCE PARK. MOTION SECONDED BY COMMISSIONER BARGER. MOTION CARRIED, 3-0. MOTION BY COMMISSIONER FRIE TO RECOMMEND THAT THE HRA ADOFT AS ITS POLICY THAT THE PROFITS FROM SALE OF INDUSTRIAL LAND BE PLACED INTO A DEDICTTD FUND FOR FUTURE ACQUISITION OF INDUSTRIAL LAND. MOTION SECONDED BY COMMISSIONER BARGER. MOTION CARRIED, 3-0. 6. Consideration of a re uest to discuss for otential urchase of the ro ert located at the northeast corner of Fine/Third Street. Koropchak stated that one of the Council members had emailed information on the possible purchase to the City Administrator, with the idea that the City or HRA would be interested in purchasing it. Koropchak reported that according to the Council member, the price is $549,000. It is unoccupied at this time. The site advantage is that the City would own a half block. Barger confirmed that the City owned the other half block. Koropchak also noted that there would be no relocation cost. Koropchak noted that she had also provided an analysis on square footage prices. The site is 1/4 acre. She noted that the HRA had made offers on the recent downtown property of $13.31 - $17.50, with $190,575 being the highest based on what was offered to Cathy Froslie. ~J HRA Minutes - 08/01/07 Koropchak stated that in looking at where would the dollars come from, the State auditors were concerned about the HRA not spending dollars in old TIF Districts. For example, the HRA recently used funds in Construction 5 district to purchase the Cedar Street Garden Center. Koropchak estimated the cash balance and projected revenues of the three older districts total about $1 million. Koropchak stated that she would caution that finance person Paula Mastey is going to go back from beginning from creation of districts, because there is a difference between HRA and City records. Fair asked when the funds need to be turned back. Koropchak stated that decision could come at any time. Fair asked what the possibility is of purchasing and renting the building. Barger asked if the City would purchase the property. Mayer stated that any reference to its use for Deputy Registrar would provide no benefit. Fair asked if Mayer thought Deputy Registrar would increase with better visibility. Mayer stated that he didn't think so. Koropchak noted that Barger had referenced the HRA focusing purchases in a target area. Koropchak referenced that the HRA also recommended the involvement of a developer or downtown businesses. She noted that a master plan would be the key. Barger stated that this doesn't seem like it is in our target area. Frie stated that he agreed while the HRA should use the money in the fund balances, it should be cautious where it is spent. Koropchak asked if perhaps the HRA was interested in using the tax increment to help fill financing gaps, rather than buying properties. Koropchak referenced the Mayor's desire to do a project with stakeholders. Barger stated that his feeling would be to say no to the purchase of this property and stay focused on the downtown. Mayer recommended perhaps making a low offer in the range the HRA has offered other properties. Fair stated it is a good building with good exposure. Fair commented that he would rather have people fight over parking rather than seeing them empty. Fair stated that what is attractive is that it is adjacent to a City lot, so that the City could relocate the DMV and develop the whole thing. Frie noted that a developer would be looking to get the parking lot for free. MOTION BY COMMISSIONER FRIE TO MAKE AN OFFER OF $9.22 PER SQUARE FOOT THROUGH ANON-BINDING LETTER OF INTENT. Barger confirmed it is not a contract, that the letter just opens conversation. Fair asked what the total price is at $9.22 per square foot. Schumann reported that it would be $100,405.80. Barger stated that he is still thinking we should keep our focus. Frie stated that while he agrees, if the HRA got it at that price, it would be worth it. 4 HRA Minutes - 08/01/07 MOTION SECONDED BY COMMISSIONER FAIR. MOTION CARRIED, 3- 0. 7. Consideration to authorize a ent of HRA bills. Barger noted that a couple of TIF districts had been retired. Koropchak stated that in December, 1-23 and 1-25 were decertified. After quantifying administrative costs, the excess increment has to be mailed to County. MOTION BY COMMISSIONER BARGER TO AUTHORIZE PAYMENT OF HRA BILLS. MOTION SECONDED BY COMMISSIONER FRIE. MOTION CARRIED, 3- 0. 8. Consideration of HRA Executive Re ort. Koropchak noted that the EDA will be meeting next Wednesday regarding the loan application from Washburn Computer Group. Washburn will use the revolving loan based on a 30,000 square foot expansion. She noted that the EDA has additional dollars available since Twin City Die Casting paid there balloon payment. Koropchak reported that the HRA had been provided with a copy of the 2007 Tax increment reports, which had been sent. Koropchak explained that with the TIF District established for interchange, the County certified the wrong parcels and recorded the whole plat for the TIF District. Tax increment was already certified for 2007. She indicated that what happened is that the tax increment was collected on the Home Depot site only, resulting in lower payments and shorter duration. Barger asked if City could use the garden center. Koropchak stated that she had talked with Simala about that item. Koropchak noted that Walker-In Store had closed on their property. There is an issue about added building permit expenses, but they should start construction within 30 days. Council did pass a resolution to proceed with a fiber optics referendum. She also Hated that she had received a preliminary inquiry regarding a large facility looking to site a regional call center. 8a. Bar er's Resi ation 5 HRA Minutes - 08/01/07 Fair requested that the HRA encourage the City to proceed with the potential merger due to the lack of HRA members. Mayer stated that they will hopefully make a decision before the end of the month. Koropchak asked about the effective date for Banger's resignation. Barger stated that he had proposed this meeting, but agreed to a resignation from the HRA to be effective on September 12, 2007.. Fair noted he would not be present for the September 5th meeting. Consideration to review fora royal an a lication for Transformation Home Loan No. 3 for the ro er located at 312 East River Street. A. Reference and back round: The HRA has received a Transformation Home Loan application from Felicia L. Whitmore far the home she is purchasing at 312 East River Street, Monticello. According to the total amount of estimated improvement costs, $34,925; the HRA could contribute $8,731 (25%). Chief Building Official Gary Anderson is scheduled to inspect the home on September 4, 2007, to determine if the structure is structurally substandard. I have talked with the lender, First Minnesota Bank, and a letter of commitment for purchase of the house is attached which also notes that Minnesota Housing Finance Agency (MHFA) will fund the remaining portion of the improvement costs. First Minnesota is willing to disburse the HRA dollars and in this case the HRA will have a Third Place Mortgage behind First Minnesota and MHFA. The 2006 Taxable Market Value was $127,500, if we assume a replacement cost of $150,000, the minimum cost of improvements to bring up to code is $22,500 (15%). As you are aware, the City of Monticello recently adopted a Rental Housing Licencing Provision Ordinance which is intended to protect both the tenant and owner of rental property while providing a safe environment. The subject home was a rental and use of the HRA. loan would encourage owner-occupancy in the core part of the city. Please review the application. B. Alternative Action: 1. This home was a foreclosed properly and prior td the foreclosure was used as a rental unit. The condition is not goad. In my closing costs the bank (First Minnesota} who I purchased the property from agreed to recarpet the entire home and exterminate it. This was the only condition they would allow. The home is a beautiful old structure with the original cistern in the cellar. The home was built in 1834 and the foundation is solid, but there are many upgrades that must be done to make it up to date and to ensure the safety of my family. I am applying for the transforrr-ation loan, but I am unable td get secondary financing through a lender. You see I am a divorced mother of two and work full Cime, but unfortunately I only make $39,1700.00 per year and right now t am not able to sustain another payment. I also work 2d-30 hours per week at the Liz Claiborne store in Albertville to help with all. of our family costs. I purchased this home for two reasons, I love it and' it was affordable. This home wilt benefit greatly from the transformation loan and I have no interest in moving from the Monticello area, I have lived in the area tar 4 years and this is where I plan to stay- I wor1~ for Pinnacle Financial, which has a large branch in Monticello. My children are both active in the schools and community and are very excited to be moving into a home that is ours, net a rental. I have included all the bids that I have received. Primarily what MAS to be done as soon as possible, is the roof and windows. This happens to be the larger bid', but again it has to be done. I was advised not to try and ga through the winter as the property sits becuase there may be more damage done. (have also gotten a bid to fix the stucco, to get me through the winter and also the bids to fix the inside of the home. Everything except the kitchen, which I will do in a year or sa, very gradually- As you can see by the attached bids there is much to be done but the overall finished product will be an amazing and wonderful thing. It will certainly be a focal point on River Street. The home does not need to be expanded or enlarged, it is the perfect size but it needs a lot of work and just overall care. I would ask that you please consider all of my circumstances and allow me to utilize the public funding that you have available. Is the owner and lenders (First Minnesota and MHFA) in agreement to fund the additional cost to bring the home up to present building code as recommended by the Building Official? I did notice the estimated costs by the proposed contractor did not include fixing of any rotten framing that maybe found during the replacement process. Residents who enjoy living in the core city and know the benefits of living within walking distance of the Mississippi River, the community center, and the schools are choosing to adapt and redevelop their existing homes to meet their current needs. The Transformation Home Loan was developed to provide incentives for homeowners or home buyers in Monticello to begin major redevelopment/remodeling activities. The Transformation Home Loan seeks to promote and foster a vibrant core city by: Encouraging redevelopment of structurally substandard homes. • Encouraging home owner-occupancy. • Encouraging investment into the core city. • Increasing housing market value. TARGET AREA The Transformation Home Loan program is available for existing single-family detached homes located within the core city described as: Westerly city limits, North of I-94 and South of Mississippi River Easterly city limits, North of I-94 and South of Mississippi River TARGET VALUE The Transformation Home Loan program is available for existing single-family detached homes with a 2006 assessed market value of $175,000 or less. C~ TARGET CRITERIA The Transformation Home Loan program is available for existing single-family detached homes that meet the redevelopment qualification requirement of structurally substandard as defined by Tax Increment Financing Law, 469.174. "Structurally substandard "shall mean containing defects in structural element or a combination of deficiencies in essential utilities and facilities, light and ventilation, fire protection including adequate egress, layout and condition of interior partitions, or similar factors, which defects or deficiencies are of sufficient total significance to justify substantial renovation or clearance. A building is not structurally substandard if it is in compliance with the building code applicable to new buildings or could be modified to satisfy the building code at a cost of less than 1 S percent of the cost of constructing a new structure of the same square footage and type on the site. The municipality may find that a building is not disqualified as structurally substandard under the preceding sentence on the basis of reasonably available evidence, such as the size, type, and age of the building, the average costs of plumbing , electrical, or structural repairs, or other similar reliable evidence. The municipality may not make such a determination without an interior inspection of the property, but need not have an independent, expert appraisal prepared of the cost of repair and rehabilitation of the building. FUNDING SOURCE The Transformation Home Loan program is a one-year pilot program commencing January 1, 2005, with a limited amount of funds, $150,000. The program was extended in 2007 for one year. Program Features: Pre-Remodeling Condition Report. The Monticello Building Department must assess the age of mechanical systems, measure square footage, and otherwise note the condition of the home prior to remodeling. Submit a complete application. A commitment of funds can only be made when all required items have been received. Please note: The City of Monticello's Building Department must approve all building plans, and may have requirements independent of loan requirements. All setback and zoning requirements must also be met. 3. Applications will be reviewed on a first-come, first-served basis, with priority being given to projects that are most ready to move forward. Project readiness will be determined by those that have completed drawings, have total project funding in place (e.g. have a loan commitment or have closed on mortgage financing), and /or have a remodeler under contract. Funding will not be held for projects that are not ready. 4. Once an application and other required documents have been received and reviewed, a loan commitment will be made. Meeting the eligibility criteria does not entitle an applicant to funding. The distribution of funds is the sole decision of the Housing and Redevelopment Authority. Conditions of the Transformation Incentive Loan: Submitted applications will be reviewed far appropriateness and completeness. Frajects generally must bevalue-added improvements such as renovation or expanding space. Plans will be reviewed for design considerations. 2. The loan will be calculated at up to 25% of the initial contract price if the contract price for remodeling is $30,000 or more, but not to exceed $20,000. The commitment of funds is made at the beginning of the project. • 3. Funds are limited. You may want to call ahead of time to find out if funds are still available. 4. APre-Remodeling Condition Report is required by the HRA to meet city financing and auditing requirements. A property evaluator (not an appraiser) contracted by the HRA will spend approximately an hour at your home to assess the age of mechanical systems, measure square footage, and otherwise note the condition of the home prior to remodeling. This is a one-time report for HRA records and incurs no cost to the homeowner. 5. Loans will not be considered for work in progress or work completed. The Transformation Loan can only be considered for projects not yet begun. 6. You will be sent a commitment letter verifying the reservation of funds to be provided at closing. A copy of the letter will be provided to your lender. 7. A copy of a letter of commitment from your lender verifying approval of the primary loan is required. 8. The Transformation Home Loan funds will be deposited in an escrow account and disbursed by a title company. Upon satisfactory verification of work in progress or upon completion, the escrow account will be drawn upon in pro-rated increments simultaneously as funds are drawn upon from the primary loan to make payments to the rmodeler. Work must be completed prior to final disbursement. 9. The Transformation Home Loan shall be secured by a Mortgage Deed and Note. 10. Final payment of the committed Transformation Loan must be disbursed by the title company by no later than six months after the date of lender's closing. Please be informed that financial data shall be submitted to the Lender for purposes of this loan application. However, the fact that you apply for a Transformation Home Loan, the final loan amounts are considered public data according to Minnesota Statute Chapter 13. General Remodeler and Design Criteria: The HRA does not recommend any particular rmodeler. Selected remodelers must complete a Remodeler Form, and comply with the general criteria established by the Monticello HRA. "Sweat equity" maybe applied toward eligibility costs associated with interior improvements such as painting, flooring, etc. or by a Minnesota Licensed Residential Contractor and when verified by a certified appraisal at the applicant's expense. • , Summa of Remodeler Re uirements It is the homeowner's responsibility to check on contractors thoroughly before selecting them. Your builder should: 1. Demonstrate financial capability by providing a statement from a financial institution of sufficient construction capital. 2. Possess adequate Builder's Risk, Comprehensive General Liability and Worker's Compensation insurance coverage. 3, Have a written warranty policy to be shared with the homeowner or written evidence of commitment to perform warranted repairs required by the Minnesota State Statute. If the rmodeler has not participated in the Transformation Home Frogram previously, the HRA will require a Remodeler Form to be completed. A form is attached. Summa of Housin Desi The HRA will require the following: 1. Each home shall remain a detached single-family dwelling. 2. Each home shall be owner-occupied. 3. Garage space maybe maintained or expanded, but not reduced. 4. The house building lines, roof lines, doors and window placement should minimize blank wall mass. House and garage orientation to the street must present a balanced and pleasing view from all sides. S. Exterior materials should be low maintenance. Masonite type siding materials are not acceptable. 6. The site must be fully landscaped, including attractively placed foundation plantings and complete sod installation, lot line to lot line. 7. Adjoining properties must not be disturbed by the construction process. Construction planning is important since five foot side yard setbacks limit construction space. S. The construction process, site grading, and the finished structure must improve or not have a detrimental impact on storm water drainage patterns in the neighborhood. Re- working anexisting site grade to improve neighborhood drainage may be requested. If a roof is pitched towards neighboring homes, gutters may need to be installed to divert storm water, in addition to improved grading. 6. Economic Develo ment Re ort: a) Fiber Optic Education Committee -This group is meeting weekly and mast recently prepared the second educational newsletter for mailing on September 6 and for one-on-one delivery to the businesses beginning the week of August 27th. A grass-roots committee has been formed within the community. b) HRA/EDA consolidation -The EDA commissioners made a list of recommendations on the merger and agreed the HRA should transfer its powers and assets to the EDA. A workshop with council members and the HRA/EDA attorney is being planned for September 24 prior to the regular council meeting. The recommendation of the EDA was for a seven member commission consisting of two council members and five non-council members. They recommended that at least three non-council members be residents of Monticello and not more than two non-council members can be anon-resident but must own a business and real estate property in the City of Monticello. The Council will need to decide on their appointment process for selection of commissioners and its organizational structure. c) Clear Channel has agreed to let us hold off on the submission of the billboard design until after the referendum of September 18. The Marketing Committee will meet to create two billboard designs so we are ready to submit our design on September 19. Our billboard message will be displayed beginning October promoting Monticello for industrial development (promoting land and fiber). d) A meeting date has been confirmed for September 14 at 9:00 a.m. to visit the Anoka- Ramsey Community College. The purpose of this meeting is to explore the potential of Monticello establishing a facility or campus far continuing education. This was a result of an idea out of the Feasibility Study presentation by SCSU on bio-science. Those who will attend are Senator Koch; Mayor Herbst; Administrator O'Neill; Supt. Jim Johnson; High Schaal Principal Doug Standke; Barry Kirchoff; Small Business Development Center, SCSU; John Burgeson, Dean of Continuing Education, SCSU; Don Tomann ar Randy Hatch, UMC; and myself. We will meet with Rosie Mortenson, Dean of Continuing Education and Customized Training, Anoka-Ramsey Community College. It could be a wonderful partnership between government, education, and business. This meeting is to discuss the need and the how to. Education is key to development of job growth and the availability of a skilled labor force which results in household wages. e) Industrial Real Estate and Industrial Development Conference - I attended this half-day session on August 22. The Cities of Norwood-Young America, North Branch, and Cambridge and Wright County were panelists on one of the sessions: Industrial & Business Park Outlook. I had been asked several times to be on this panel but declined as was not the right year. Other sessions included Western Wisconsin Real Estate Opportunities, Critical industrial and economic development legal issues, client expectations in site selection and evaluation, advanced strategies for site investigations and evaluations, and industrial real estate outlook 2007/2008. The loan is for the proposed 30,000 sq ft addition to the current facility, disbursement is subject to lender financing and contract award with new customer. * Both WSI and Washburn noted that their companies were kept well-informed by the project manager during construction of the Chelsea Road improvements in that area. * Sunny Fresh Foods - It was such an honor to speak to the McMillan and Cargill families on August 7`''. Big Lake Mayor Don Orrock and myself each spoke during the luncheon held at the Cargill facility in Big Lake. My role was to speak on Sunny Fresh's history as a corporate citizen in Monticello. It was interesting to be among Cargill board members and family members ranging from a young age of high school students. I sense Cargill begins to groom family members at a young age by introducing them to Cargill products and visiting production sites. It was a valued experience. i) Comp Plan Update: Since Rusty was on vacation, the schedule is pushed back. The revised copy of the Comp Plan is expected to be submitted to staff this week (which includes the Economic Development Chapter and staff s comments). Perhaps using a point system for number of jobs, wage levels, etc. is a more equitable way. Also, other financing tools need to be reviewed and perhaps implemented based on goals.. Using the example of the office/tech use building and with limited detailed information, I'm not sure the HRA could offer the land for $1 per sq ft as it doesn't meet the statutory requirements of manufacturing, warehouse, ar distribution for TIF. BUDGET 2008 -Since department heads were requested to submit a 2008 five-year budget, I submitted the following based on ideas/goals of the EDA/HRA/IDC. *Bio-Science/High Tech Investment Total $500,000 - $100,000 annually. *Job Training Campus Total $300,000 - $100,000 over three years *Downtown RedevelopmentJPurchase Total $1,000,000 - $200,000 annually. * Continued Marketing Otter Creek Crossing - $20,000 2008 only. * Continued payments of the Otter Creek Crossing contract for deed and assessments. * Additionally, the HRA made a motion requesting $250,000 annually from the City for future acquisition of land for industrial development. Currently, the HRA is making the payments on the Otter Creek property and assessments so have no available cash to match city funds; however, they are committed to re-investing any gains from the sale of Otter Creek Crossing in the future. *The IDC had made a recommendation that the HRA and City annually make a matching fund contribution to build up funds for future acquisition of land for industrial development. * The EDA made a motion to make the final payback payment of $100,000 to the Liquor Store Fund for the purpose to reduce the 2008 city debt levy. Although the EDA was not obligated to return the initial appropriated Liquor Store dollars of $383,000; they willingly selected to do so. Knowing some of the above items are not approved goals and the dollars are estimated, it is important to note investments needed to accomplish economic development and camp plan gaals. r
